The standard for providing adolescent outpatient treatment services has traditionally followed a “medical model”, where the client comes to the provider after serious problems are identified. The clinician would assess the problem, make a diagnosis, and develop a treatment plan, as substance-abusing adolescents are at high risk for school, community, and family problems. This model is not sufficient for proactively reaching out to a high risk and vulnerable adolescent population so ASACS have been placed into the school environment where they have insight on the day to day happenings, trends, and concerns of this high risk population. Counseling shall include a comprehensive assessment, individualized service plan, individual and/or group counseling, and/or family counseling. Individualized service plans shall address the needs identified in the assessment with goals and methods and techniques developed to meet each unique need. School-based support counseling is outpatient counseling and includes a multidimensional needs assessment using professionally established criteria. Individual, group, and/or family counseling sessions or a combination of these modalities shall be provided based on client need.
