SUMMARY:  Under the direction of the EHS Manager and guidance from Operations Leadership Team, the Environmental Health & Safety Specialist will be responsible for the companies Laboratories Safety Program, safety compliance, environmental compliance and employee engagement in support of a safety conscious work environment. The EHS Specialist will support management’s efforts to ensure compliance with corporate Safety Program expectations and applicable federal and state law.  In addition, the EHS Specialist will act as the Central Region Facility Chemical Control Supervisor (FCSS) and offer support and guidance to the Central Region on Environmental, Health & Safety functions as directed by the EHS Regulatory Compliance Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:    Health & Safety Responsibilities:   Safety Orientation / Training: Conducts new hire safety training, annual safety training and leads other safety related training classes and programs including LOTO, Emergency Evacuation, Fire Safety, Confined Space, Ergonomics etc. Train managers, supervisors and employees in workplace safety facility inspections and risk assessments to detect existing or potential hazards and determine corrective and preventive measures.    Monitors and tracks contractor activities to ensure safety practices are being followed.  Handles LMS entries of employee safety training scheduling, tracking and reporting.   Audit Preparation and Documentation:  Track and maintain the labs safety metrics and reports to corporate EHS Regulatory Compliance Manager.  To ensure facility is audit-ready performs self-audit and inspection programs and maintains accurate records of such audits.  Prepares pre-audit and post audit activities.  Track the OSHA 300 Report, workers compensation and injury reports.   Risk Management:  Conduct risk assessments related to jobs performed chemicals, and new equipment introductions. Recommend appropriate risk mitigation measures to management, including ergonomic considerations.  Facilitate incident investigation process including near misses, unsafe acts or unsafe conditions. Determines probable causes and provides reporting and recommendations for corrective action. Identify and inform management of compliance issues, safety risks and improvement opportunities through the conduct of daily, weekly and monthly audits. 
OSHA Required Programs:  Manage and update facility OSHA required written programs.  Oversee the Chemical Substance Program.  Coordinate Safety Committee
meetings to improve and promote onsite health and safety.  Assist with the maintaining the Site Preparedness and Emergency Plans & Procedures.   Environmental Duties and Responsibilities:   Hazardous Waste Program – Assist with managing Lab Hazardous waste program including storing and disposal. Assist with the TCEQ STEERS waste reporting account.   Waste Water Program - Ensure timely submittal of city waste water discharge permit and adhere to all obligations outlined within the permit.   Storm Water Discharge Program – Ensure timely submittal of TCEQ SWP3 Permit; ensure annual SWP3 assessment and all obligations outlined within the TCEQ SWP3 permit are followed.  Maintain the Environmental Management System for the designated facility.   Participate in Green Team initiatives. Work with Federal, State and Local environmental regulatory agencies to ensure facility is compliant.  

OTHER DUTIES AND RESPONSIBILITIES   Facility Chemical Control Supervisor (FCSS):  Act as the Dallas Central Region Facility Chemical  Control Supervisor following Global Environmental Safety & Health (GESH) requirements for chemical handling, storage and compliance.   Regional Responsibilities:  Offer guidance, support, risk assessments and training to the Central Region Facility Network on Environmental, Health and Safety Compliance functions as director by the Regional Vice President of Central Region.   Perform other duties as assigned by EHS Manager or Lab Leadership.
