Job Description

We are looking for someone who has an applicable license (MFT, MSW, PCC, MSN, etc.) or someone who is license eligible.  Supervision is available for those needing it for licensure.  This position requires a full background check (DOJ and FBI).

Starting pay is $55,036.83 annually (base pay of $48,986.94 + benefits pay after 30 days or $6,049.89).  This is a full-time, exempt position with a benefits package (annual leave, sick time off, holidays, health, profit sharing plan).  A great experience in the behavioral health, menatl health, substance abuse, social work and nonprofit administration fields.

CORNERSTONE OVERVIEW

Cornerstone Crisis Residential is a program under Yolo Community Care Continuum (YCCC) which is a non-profit community-based organization. Cornerstone is a 14-bed crisis residential treatment facility serving the adult mentally ill population in our community. Cornerstone provides a social rehabilitation model of care that allows a safe transition for mentally ill clients discharging from a psychiatric hospital in need of further stabilization and is an option to prevent a psychiatric inpatient hospitalization. All clients are served on a voluntary basis and cannot be on a psychiatric hold for danger to self, others, or gravely disabled (5150).

POSITION SUMMARY

Under the guidance of the agency Executive Director and in collaboration with the agency Clinical Director it is the responsibility of the Cornerstone Program Director/Administrator to provide oversight and management in the following identified areas: personnel, fiscal, programming and milieu management, contract management, clinical direction and client services, community relations, site and safety, administrator compliance oversight, quality improvement, and universal criteria. The Program Director (PD) is responsible for developing and maintaining good working relationships with all contracting agencies and represents the program and the agency in the community.

REPORTING RELATIONSHIPS

The Program Director reports to the Executive Director. Reporting to the Program Director are all Cornerstone employees and volunteers.

1.  Personnel: Hiring, Training, and Supervision

The Cornerstone program employs the following staff: 2-3 psychiatric providers, an Associate Program Director, a Program Assistant, full time and per diem Behavioral Health Technicians. The PD has the authority to hire, evaluate, discipline and release from employment the program’s employees in accordance with the agency policies and procedures.

●  In coordination with HR, post job announcements and place ads internally and externally for all open positions

●  Interview and select staff in accordance with YCCC policies and procedures

●  Orient new staff and provide regular supervision to staff

●  Complete employee evaluations in accordance with the agency policies and procedures

●  Provide training and support to staff and volunteers and document training provided

●  Ensure all personnel records are timely and current

●  Verify and approve electronic timesheets, ensure time is accurate

●  Conduct all staff meetings monthly and leadership team meetings weekly

●  Manage staff complaints and issues in accordance with YCCC policies and procedures as well as State and Federal laws

●  Delegate responsibilities when appropriate

●  Keep administration appraised of any personnel issues

2.  Fiscal Monitoring and Planning

The PD has the authority to approve expenditures as allowed by the YCCC Fiscal Policies. The PD has the authority to make fiscal decisions that fall within budgeted amounts.

●  Approve and manage expenditures for the program in accordance with the Fiscal Policies, expenditures falling outside of budget need to be approved by Executive Director

●  Actively participate in fiscal monitoring and planning

●  Manage program budgets and effectively stay within budgeted guidelines

●  Ensure that budgets for grants are appropriately administered and that costs are accounted for according to grant guidelines

●  Ensure billing and census is completed in a timely manner

●  Manage program checkbooks and provide accurate and timely documentation of purchases in accordance with the Fiscal Policies

●  Ensure all receipts for expenditures are turned in to the Fiscal Director in accordance with the Fiscal Policies

●  Manage program petty cash

3.  Programming and Milieu Management

●  Implement changes to program service as necessary and in accordance with YCCC policies and procedures

●  Scheduling: ensure appropriate staff coverage and provide or arrange for 24-hour coverage for emergencies

●  Oversee day-to-day operations of the program

●  Adhere to confidentiality

●  Oversee implementation and quality of structured program

●  Ensure client goals are documented, met, and measured

●  Ensure program is compliant with YCCC policies and procedures as well as with all licensing and regulatory requirements

●  Manage time and staff effectively to ensure quality programming

4.  Grants/Contract Management and Reporting

The program provides services through contractual collaboration with Placer County Adult System of Care.

●  Develop, write and report program evaluations semi-annually and annually.

●  Prepare effective presentations as needed (Board, grants, service clubs, NAMI)

●  Conduct regular consults with each contractual entity

●  Ensure statistical information needed for grants are appropriately recorded, documented, and achieved

5.  Clinical Direction and Client Services

The PD, in consultation with the Clinical Director, has the authority to direct all clinical decisions made within the program. The PD has the authority to implement changes to program services.

●  Direct and assume responsibility for all clinical decisions made within the program

●  Provide clinical supervision to staff as necessary

●  Model clinical interventions and professional/ethical behavior

●  Review all referrals for appropriateness for placement in program

●  Refer clients to other services as needed

●  Interface with all contracts in making and receiving referrals and seeking effective clinical input and coordination

●  Provide counseling to individuals, families and groups

●  Oversight of grievance and record request policies

●  Keep abreast of current clinical practices by current CEU requirements and attending specific trainings

6.  Community Relations

The PD will network with other mental health agencies, community members and professionals. The PD has the authority to represent the program and agency in community meetings. The Program Director must obtain approval from the Executive Director before seeking or engaging in any media events, such as newspaper articles or television interviews.

●  Act as primary liaison with contractual entities and represent the agency in community meetings

●  Maintain good relationships

●  Foster good relationships with all other treatment providers

●  Effectively manage community resources, such as volunteers and donations

●  Represent YCCC in all meetings with other groups

7.  Site Management and Safety

●  Participate in safety committee via the quality improvement policy

●  Ensure program milieu is safe, clean, and therapeutic

●  Ensure meals are nutritious and cost effective

●  Review incident reports with staff and identify ways to avoid similar incidents in the future

●  Ensure program site is free from all safety hazards

●  Ensure all vehicles are maintained and inspected as required in the YCCC policies and procedures

●  Ensure site inspections and emergency drills occur as required in the YCCC policies and procedures

●  Ensure all staff are trained in CPR/AED/First Aid and crisis management

●  Ensure program furniture is clean and in good repair

●  Ensure appliances are in good working order and cleaned regularly

8.  Administrator, Licensing, Audit, Surveys and Compliance

The Cornerstone facility is a Medi-cal certified site that is reviewed every 3 years. Cornerstone is licensed by the California State Community Care Licensing Board (CCL) and the California State Department of Health Care Services (DHCS). It is the responsibility of the Program Director/Administrator for annual compliance in collaboration with CCL and DHCS.

●  Administrator certification and ongoing renewals are required

●  Seek and document consumer input/surveys

●  Complete quality assurance of charts on a regular basis and assist Clinical Director in chart review

●  Treatment plan goals are developed in tandem with the client

●  All charts, program documentation, medication management, incident reports, and other forms/reports are completed according to the following criteria:

o  Timely (within 72 hours)

o  Objectively (behavioral observations are recorded accurately)

o  Thoroughly

o  Legibly

o  Correctly following procedures

9.  Quality Improvement: Management team and On Call rotation

The PD will participate in the strategic planning process with the Management Team monthly. The PD will participate in week long on call rotation schedule.

10.  Universal Criteria

These criteria are expected for every YCCC management position.

●  Demonstrate respect for clients

●  Behave in an ethical manner per agency and program policies and procedures

●  Adhere to agency and program policies and procedures

●  Attend required trainings

●  Be on-time for shift

●  Follow dress code

●  Provide proper notification of absence and tardiness in accordance with YCCC’s Employee Handbook

●  Maintain a positive attitude so as not to undermine other YCCC staff, the clinical team, the agency’s collaborators, or the agency

●  Perform duties in a self-directed manner

●  Be flexible in accepting assignments

●  Accept direction from supervisor

●  Follow all agency and program safety rules

●  Attend necessary safety trainings

●  Follow universal precautions

●  Follow agency procedures on vehicle and property maintenance

●  Complete household chores to ensure milieu is clean

●  Utilize creative/flexible approaches to accomplish tasks

●  Utilize customer service approach with clients, family members, and community members

●  Other duties may be required as assigned

Job Requirements

MINIMUM POSITION REQUIREMENTS

Education: Master’s degree in psychology, social work, or counseling; intern status with the Board of Behavioral Sciences or license eligible, preferred. Interns working towards a master’s degree will be considered and supervision is available. Verification of degree/education is required prior to beginning employment.

EXPERIENCE

Six years providing direct services in a mental health setting and three years supervisory experience: crisis residential experience preferred

CLINICAL SKILL AND KNOWLEDGE

Understanding of: DSM-V – ICD-10, principles and practices of community-based mental health, milieu therapy, crisis intervention, group counseling, individual counseling theory and technique, principles of consumer-centered treatment, and community resources.

SKILLS

Leadership aptitude, computer expertise, staff supervisory experience, management and organization, effective time management, ability to prioritize and multi-task, ability to adapt program practices and goals to changing funding requirements, ability to represent the program in a professional manner, and the ability to communicate effectively in both oral and written forms.


PHYSICAL REQUIREMENTS

Ability to lift 20 lbs., view and utilize a computer, document in written and/or typed form, and drive within the program parameters.

OTHER REQUIREMENTS

Valid driver’s license and clean driving record. Hiring is contingent upon receiving Department of Justice fingerprint clearance, a negative TB test, and a physical clearance. Current CPR/AED/1st Aid required prior to employment.
