Job Description

Analysts International (AIC) is seeking a Senior Business & Application Analyst for a city government entity.


This position primarily supports the Finance Department, Human Resources and Parks Recreation and Golf Departments and will be a vital liaison in partnering the assigned departments and Information Technology departments.  The Senior Business & Application Analyst analyzes business processes, identifies technology needs, gathers business/technical requirements and manages technical projects in order to recommend and implement information technology solutions.  This resource will also provide primary and subject matter expertise on applications in use by the assigned departments. The Senior Business & Application Analyst will be the trusted IT partner to assigned City departments and will develop a strong knowledge of end-users' operations and emerging needs, identify changes or improvements to the functionality and efficiency of existing processes, and liaise with the IT department to bring useful ideas for technology-focused solutions to end-users in a pro-active manner. 


·         Establishes trusted IT partnership with assigned departments and is a subject-matter expert on end-users' operations and emerging needs

·         Translates business requirements into technical processes and system solutions that are aligned with the IT department strategic plan and industry best practices

·         Develops requirements, specifications and documentation for IT needs in collaboration with assigned department stakeholders

·         Ensures that all work is end-user focused, committed to excellence, with a strong attention to detail during all phases of the project lifecycle including discovery, initiation, requirements, design, development, testing and implementation

·         Negotiates priorities and builds consensus among City departments, external customers, application end-users and IT staff

·         Develops and manages Request for Information (RFI) and Request for Proposals (RFP) for new software and hardware

·         Assists end-users by answering questions about system configurations, operations, customizations and changes

·         Provides subject-matter expertise and primary application administration including installations, upgrades and support on defined software applications

·         Continual evaluation of assigned software systems in order to fully utilize system capabilities

·         Performs and coordinates software testing prior to the roll-out of software upgrades and new enhancements or modules

·         Provides support and troubleshooting for software questions and issues; escalates to software vendor as needed

·         Manages Financial Management and Human Resources/Payroll software access security, authorizations and approval setup

·         Manages Financial Management and Human Resources/Payroll software setup and maintenance

·         Plans, manages and reviews year end activities within the City financial system

·         Provides support to payroll staff within the City financial system

·         Answers questions and provides assistance to all Finance/HR/PRG software users

·         Organizes and leads software project teams and internal software user groups

·         Identifies, researches, tests, and recommends solutions to user software problems

·         Responds to ITSM Incidents and Service Request for assigned applications

·         Provides courteous and professional customer service to both internal and external customers

·         Designs basic reports and queries for software users with report-writing tools

·         Presents small group and one-on-one training for software users

·         Prepares software documentation to support procedures and user training and regularly updates the documentation

·         Coordinates IT system support for loading scripts, service packs, and upgrades; and for maintaining current data on Test, Dev and QA servers

·         Participates in regional and national software user group meetings and develops relationships with software users in other organizations

Job Requirements


  • Bachelor's degree in Computer Science, Information Systems, Business Administration or closely related field and at least three years of experience analyzing and evaluating business processes is required. 

  • Extensive experience in technical analysis, system administration, project management, technical documentation and quality management is required. 

  • Experience in a similar role in local government is desired.  Business analyst and related technical certifications desired. 

  • An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered.

    Knowledge, Skills, and Abilities:

  • Strong knowledge of the principles and practices of business analysis, business process improvement, project management and ITIL

  • Strong knowledge of the city business practices, processes, and challenges

  • Strong knowledge of city-wide and departmental technology solutions and software

  • Strong knowledge of the terminology, principles and methods utilized within the Information Technology Department

  • Strong knowledge of systems analysis and requirements gathering

  • Strong knowledge of application administration including installation, configuration and support

  • Strong knowledge of providing end-user technical training

  • Strong knowledge of software testing procedures and practices

  • Working knowledge of project management methodologies and practices

  • Working knowledge and advanced proficiency in the Microsoft Office Suite

  • Working knowledge of Relational Database Management Systems (RDBMS)- MS SQL preferred

  • Skill in identifying and clarifying problems

  • Skill in analyzing and synthesizing large volumes of data

  • Solid knowledge of Financial Management software products and implementation requirements

  • Comprehensive knowledge of the accounting, finance, payroll and human resources terminology
