Job Description

Description of Work 

Procures goods and services for the organization including rolling stock, construction, maintenance services, technology, commodities, professional services, and specialty contracts. Procurement activities include solicitation management, award, administration and close-out of contracts in compliance with appropriate Florida and federal requirements as well as organizational procurement and policies and procedures.  

Duties and Responsibilities 
-  Assist with development and issuing of solicitation documents with attention to accuracy and detail. Methods of solicitation and include invitation for Bid (IFB), Request for Proposal (RFP), Request of Quotes (RFQ), and other allowable methods deemed in the best interest of the organization.
-  Meets with end user customers to initiate project procurement planning including determination of method of procurement and development of procurement solicitation schedule.
- Assists end user customers with the development of special terms and conditions, evaluation criteria and associated relative importance, and identification of contract deliverables. 
- Coordinates, chairs and assists in the development of the minutes of pre-solicitation document if necessary.
- Prepares addenda after receiving written que3stions from proposers/bidders during the solicitation process, distributing information to all participants with accurate answers to the questions received, as well as any revisions to the solicitation document if necessary. 
- Prepares for, coordinates, and chairs evaluation committee meetings for evaluation for proposals ensuring the that the meeting(s) are conducted fairly and scoring is based solely on the evaluation criteria in the RFP.
- Conducts discussions/negotiations and solicits Best and Final Offers (BAFO?s)
- Assist with preparation of written contract agreements for both solicitations and sole source procurements.
- Develops and maintains solicitation/contract files and maintains the necessary documentation to provide a clear audit trail.
- Drafts professional business letters and contractual correspondence. 
- Prepares negotiation memoranda and determination of price reasonableness. 
- Performs contract administrative duties for ongoing contracts as assigned. Duties include preparation of written contract modification documents; monitoring of contractor invoicing/payment for compliance with the contract; monitoring contractor flow down payments to subcontractors; monitoring bonding and insurance requirements; monitoring contract deliverable requirements; monitoring contract expiration dates; and performs required contract close-out activities. 
- Assists in the development of procurement and contracting plans, programs and strategies based on organizational goals/objectives and strategic plans.
- Assists in the development and delivery of training in procurement and contracting policies/procedures to procurement staff, organization staff and the vendor community at large. 

Job Requirements

Required Knowledge, Skills and Abilities   
- Knowledge of and experience with a variety of methods of procurement including, but not limited to, Qualification Based, Invitation to Bid and Requests for Proposals.
- Government procurement, preferred.
- Requires a high degree to attention to detail.
- Excellent procurement planning skills.
- Ability to meet deadlines and expiration dates.
- Strong organizational skills to monitor the progression of projects and maintain accurate records.
- Ability to effectively communicate with internal and external customers.
- Excellent writing composition sills for the development of complex solicitation and contract documents and other written correspondence and reports. 
- Ability to analyze data; proven analytical and problem-solving skills. 
- Ability to work with a personal computer and variety of typical office technologies.
- Experience with Windows software (Microsoft Office). Must be comfortable with and have ability to learn new software programs and new technologies with minimum training. 
- Ability to understand and carry out complex oral and written instructions. 
- Ability to work as part of a team or independently with minimum supervision as needed.
- Ability to adapt to changing processes, techniques and procedures to keep up with statutory requirements and/or procurement best practices. 
- Skills and ability to evaluate and negotiate contracts.
- Ability to effectively administer contracts.
- Ability to interact in a courteous, professional manner and maintain effective working relationships with superiors, coworkers, contractors, bidders, government officials, and the public.
- Ability to work methodically in a fast-paced, automated environment with many interruptions. 
- Ability to be flexible and juggle many projects at the same time.
- Ability to work efficiently in stressful situations. 
- Ability to effectively conduct public meetings (i.e. bid openings, pre-bid, pre-proposal and kick-off meetings).
- Strong professional ethics, tact and courtesy. 
- Ability to communicate fluently and write in English.
- Ability to provide and maintain proof of a valid Florida Driver?s License. Must have an acceptable driving record. 

Minimum Education and Experience

Bachelor' s degree from an accredited college or university in Public or Business Administration or a closely related field and three (3) years of government procurement experience. Two (2) additional years of government procurement experience beyond the minimum required may be substituted for one (1) year of required education. 

- Government procurement experience 
- Membership in procurement professional association
- Certification as a Certified Public Purchasing Buyer (CPPB) or other procurement equivalent certification.
