Under the direction of the Assistant Director of Financial Reporting/Fiscal Services/Fixed Assets, the Deputy Assistant Director directs the planning and execution of the Houston Public Works (HPW) Combined Utility System Comprehensive Annual Financial Report and its incorporation into the citywide Annual Report and planning and execution of financial structures supporting  Fixed Asset accounting.  Key responsibilities include:
  • Responsible for management of all aspects of the compilation of HPW Annual Report including associated software as well as incorporation into the City Annual Report
  • Responsible for the establishment of the first stand alone Combined Utility System Annual Financial Report meeting all Government Finance Officer Association standards
  • Responsible for management of all aspects of financial reporting, general accounting, and Fixed Asset accounting for HPW 
  • Responsible for internal control activities to ensure policies and procedures are in place for financial integrity.  Implement internal control recommendations and strengthen control gaps.
  • Provide guidance and support during annual financial audit
  • Manage the preparation, review, and analysis of all required year-end journal entries
  • Team lead in the implementation of new Governmental Accounting Standard Board (GASB) pronouncements
  • Manage, supervise, and develop staff to grow in all aspects including but not limited to accounting and financial reporting
  • Implement division goals and objectives, manage staff through direct and indirect leadership, develop policies and procedures related to departmental activities, and conduct short and long-range planning
  • Ability to prepare and present effective oral and written reports, both narrative and statistical, to analyze problems.
  • Prepare clear and concise administrative and financial reports
  • Performs other duties as requested by service line and department management

The position is physically comfortable, the individual  can alternate between walking and standing.  There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Houston Public Works Department position at the Tier 3 Level.

Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis. 

Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

Preference will be given to applicants that possess:

  • Bachelor's or Master's degree in Accounting/Finance
  • A Certified Public Accountant (CPA) license or applicants that are a CPA candidate
  • A strong background and knowledge in governmental accounting
  • Experience with Governmental Annual Report compilation, bond and debt accounting
  • SAP experience including Fixed Asset module, and financial reporting software
  • Proficiency in Microsoft Office products (Excel, Word, and PowerPoint)
  • Strong written and verbal communication skills
  • Demonstrated ability to train/mentor less experienced professionals  

Selected candidate will have the option of a Flexible Work schedule.  

Selected candidate will be authorized Relocation Expense reimbursement in accordance with Mayor's Employment: Relocation Expense Policy #109.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the Department may administer a skills assessment test.
This position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 30
