POSITION SUMMARY: 


HazardousArea Construction Manager/Project Manager – Senior (Hazardous Area CM/PM-FP.) leads,manages, and supervises a multi-functional team of subject matter experts, HVACtechnicians, allied tradesmen, plumbers, electricians, carpenters, janitors, welders,grounds maintenance personnel. The Hazardous Area CM/PM-FP advises and assiststhe customer in all aspects of project planning, design-build, construction,), projectdeactivation, including supporting site operational and maintenance (O&M)as well as workforce mobilization and demobilization. The Hazardous Area CM/PM-FPis responsible for developing construction documents and specifications;evaluation of bids; reviewing of shop drawings and submitals; conducting siteinspections and quality assurance; evaluating project modifications and changeorders; and validating accomplishment of work claimed on invoices for partialpayments. These tasks may include, but not limited to coordinating and assistingthird party construction firm(s) in such a manner as to ensure project success,to include being on-budget, on-time, within scope, with an acceptable level ofquality given the project requirements and the environment.

 

MAJOR JOB ACTIVITIES: 100%.

 

•         Provide Hazardous Area CM/PM-FP. services forOCONUS hazardous areas to include high and elevated risk areas

•         Responsible for managing multiple projectssimultaneously and adjusting priorities as required

•         Coordinate and assist third party constructionfirm(s) in such a manner as to ensure project success, to include beingon-budget, on-time, within scope, with an acceptable level of quality given theproject requirements and the environment

•         Coordinate construction activities between alldisciplines (architectural, mechanical, electrical, safety, security, logistics,communication) and any other project related functions

•         Manage the Integrated Project Team (IPT), which mayinclude security, logistics, telephone, computer system, contracts, facilitysupport officer and construction personnel

•         Provide weekly status reports of the project and ofany/all support required from other locations

•         Coordinate and assist site development,cast-in-place concrete construction, electrical power generation plants anddistribution systems, expedient field construction techniques, building systemsand oversight of compound construction

•         Assist the Government in all aspects of projectplanning, design, construction, O&M, and deactivation to includedevelopment of construction documents and specifications; evaluation of bids;reviewing of shop drawings and submitals; site inspections and qualityassurance; evaluation of project modifications and change orders; andvalidating accomplishment of work claimed on invoices for partial payments

•         Assist in developing Statement of Work (SOW) requirements

•         Ensure that the project adheres to established SOWrequirements, schedules and budgets

•         Maintain daily project log, document all activitiesrelated to the project including changes in the SOW, schedule deviation andcost impacts

•         Maintain close communication with the Customer toensure their satisfaction through project completion

•         Assist in performing drawing reviews, conductingsite surveys, reviewing change orders, contractor oversight, quality assurance,final project acceptance and assisting with approval final project approvals

•         Coordinate with all Government stakeholders (i.e.Management, Security, Utility Outages Transportation/Logistics,Communications/IT)

 

MATERIAL & EQUIPMENTDIRECTLY USED:  

•         Laptop and deskcomputer.

•         IndividualProtective Equipment (i.e., Hardhat,Steel Toed Boots, Safety Glasses, WorkGloves, Hearing Protection, etc.

•         OrganizationalClothing and Individual Equipment

•         Be licensed andable to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9passenger van). 

•         US Governmentleased, owned, and rented vehicles.

•         Valid, currentU.S. Passport

•         Valid, currentU.S. Driver’s License

WORKING ENVIRONMENT:

•         Travelto and through out various OCONUS locations, often to remote, austere, remotepermissive, non-permissive environments.

•         Work in anoperationally-sensitive environment

•         Performtasks outside during any weather condition for long periods of time.  

•         Operatestandard office equipment, such as a computer, copy machine and printer.

•         Functionin an office environment in a stationary position approximately 50 percent ofthe time or more.

•         Workwell in team environments including demonstrate the ability to functionindependently with minimal supervision. 

•         Functionnot only in an office environment in a stationary position approximately 50percent of the time or more, but also work in austere, remote or non-remotepermissive and non-permissive environments.

•         Developand build relationships with logistics management counterparts within parentorganization as well as with external organizations facilitating thecoordination of various logistical support projects.

PHYSICAL ACTIVITIES:

•         Ableto lift twenty-five percent (25%) of his/her body weight over his/her head



MINIMUM QUALIFICATIONS:

Education:

 

•         Bachelor’s degree in anyfield; high school, vocational school, or trade school diploma and five (5)years’ work experience in a similar field may be substituted for degreerequirement

 

Certifications:

 

•         Must have Valid U.S.Driver’s and be able to obtain an International Driver’s License

•         Must have a valid U.S.Passport

•         Be licensed and able todrive a manual transmission non-tactical vehicle (SUV,pickup truck/9 passengervan).

•         Pass customer specifictraining and certifications.

•         Project Management Professional(PMP) desired

•         Professional Engineer(PE) certification desired

 

Travel:

 

•      Must be worldwidedeployable, often to remote, austere permissive and nonpermissive environments

 

Clearance:

 

•         Must have an current, adjudicated,and active TS/SCI security clearance with Poly

 

Experience:

 

•         Five (5) years ofexperience in overseas construction management

•         One (1) year of OCONUSexperience with local contractors and labor forces (may be cumulative overseveral projects/deployments)

•         Six (6) months of experienceworking in a Government-designated war zone (may be cumulative over severalprojects/deployments)

 

Skills:

 

•         Possess knowledge, skillsand abilities, including experience in deployed expeditionary support services,at minimum, in areas of logistics management, logistics planning, facility management,supply, transportation, traffic management, vehicle maintenance, facilitymaintenance, facility management, warehouse management, janitorial supportservices, etc.

•         Specialized knowledge, skills and abilities experience infacility Operations and Maintenance (O&M) support servces with generalcarpentry and/or general construction skills performing and/or managing base orcampound O&M support services
