Job Description

The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.

Job Summary:

The incumbent will support two main aspects of Software Quality Assurance (SQA) – providing leadership and hands-on services for Data/Database Validation Automation and Test Automation teams.  The role includes creating the vision and roadmap for maturing automation across the SQA team through working with/mentoring team members to realize the vision and

continue to evolve automation services. Previous technical and people leadership and vision/roadmap creation and implementation experience required. Demonstrated successful creation and implementation of automation vision and keeping in step with industry advancements/practices.  Requires Treasury Moderate clearance.

Performs significant duties and analysis related to planning and determining future Bank-wide and System-wide automation direction in terms of software application development. Leads complex automation system development projects through implementation to ensure that technical and Bank procedures and standards are implemented.

Principal Duties and Responsibilities:

Participates in planning automation direction in terms of software applications development.

Designs and codes most complex computer applications for major automated systems which require knowledge of multiple contemporary computer languages, implements and completes production turnover of advanced software applications; prepares related documentation.

Interfaces with other Information Technology Services personnel, personnel from technical services, users, customers, and vendors.

Schedules and coordinates multiple projects by implementing tasks on time and within budget; informs management of project status on an ongoing basis.

Maintains knowledge by keeping informed of developments in programming, systems design, software products, and computer equipment.

Acts as top level contributor in highly specialized phases of systems development; may act as internal consultant providing technical guidance on complex projects.

Job Requirements

Education and Experience:
Bachelor's degree preferred or equivalent education and experience.
Minimum 10 years data processing experience in systems analysis, design and programming Web based systems.
Minimum of 5 years experience in System Development Life Cycle methodology for application development.
Experience in writing very complex programs using contemporary programming languages.

Knowledge and Skills:
Excellent verbal and written communication skills for interfacing with technical and client department management and report writing
Specific skills for the person in this role needed to support the customers, initiatives and team members: 
SQL – strong SQL skills, including writing SQL scripts to generate test data
Oracle – understanding and experience working with Oracle database (preferred)
Python – strong Python development skills
Object Oriented Programming Languages – expertise in Java and/or .NET
UFT – experience with Unified Functional Test, creating/implementing frameworks and developing/executing and maintaining automated scripts
Selenium – experience with Selenium, leveraging/implementing frameworks and developing/executing and maintaining automated scripts
VBS – strong VBS development skills
API – experience with API testing and utilization of industry tools, such as SOAP UI/ReadyAPI

Specific software skills vary as projects are assigned or evolve.
