The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

* Serves as subject matter expert that actively reviews complex acquisition package strategies to provide advice and guidance to The Office of Chief Procurement Officer (OCPO), Chief Information Officer (CIO), and the Department of the Treasury stakeholders to influence sound acquisition business decisions supporting the mission of the Service.
* Leads detailed reviews of complex and high value procurement actions to ensure compliance with federal acquisition regulations, internal and Agency operating policies and procedures, and to influence new and/or revised procedures for the overall improvement of OCPO operational efficiencies. Serves as an advisor to The Office of Chief Procurement Officer's on acquisitions of highly complex supplies and services, which have a significant impact on the effectiveness, and timeliness of the entire tax system nationwide.
* Leads collaboration efforts through advising and guiding staff/stakeholders through the process and execution of Assignment of Claims, Novation Agreements, Protests, and Terminations to determine and ensure compliance with the FAR, DTAR, DTAP, and IRSAP supplemental regulations. Oversees the receipt of confidential GAO (Government Accountability Office), Court of Federal Claims, or agency-level protest actions. Notifies the contracting officer and management of the official protest filing, due date for submission of the response file, and the requisite support documentation. Monitors activity and provides The Office of Chief Procurement Officer's executive with status updates as required.
* Serves as an Office Director's representative on cross-functional task forces or committees. Represents the views and interest of an Office Director, and within delegated authority, commits the Office to courses of action. Leads and participates in the formulation of The Office of Chief Procurement Officer's Director's short-range and long-range Strategic Business Plan and Annual Quality Plan. Presents the results to The Office of Chief Procurement Officer's Director for concurrence.
* Serves as Lead for Treasury Inspector General Tax Administration (TIGTA) audits, General Accounting Office (GAO) audits, Office of Chief Financial Officer (CFO)/ Internal Controls Reviews, and other IRS stakeholder data request.

* If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
* A 1-year probationary period is required (unless already completed)


Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Basic Requirements

To be eligible for this position you must meet the basic requirements below.

You must have completed all Mandatory Training requirements as described in Department of Treasury Acquisition Career Management Program Handbook.


have four (4) years of experience in contracting or related positions and 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND a four (4) year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE GS-14 LEVEL: In addition to the basic requirement you must meet at least one year of specialized experience at the Grade 13 level that demonstrates an in-depth and extensive knowledge of the Federal Acquisition Regulation (FAR)), Department of Treasury Acquisition Regulation (DTAR), Department of Treasury Acquisition Procedures (DTAP), Statutes, Executive Orders, OMB Directives, Internal Revenue Service Acquisition Procedures (IRSAP), IRS Procurement Policies and Procedures, and familiarity with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities. At this level you must demonstrate a mastery of procurement principles and technical or program requirements to plan, make decision/recommendations that significantly affect the content, interpretation, or development of complex, long-rang, or interrelated agency policies and programs concerning the management of procurement issues. Your experience must demonstrate expert knowledge and experience in negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique terms and conditions, subcontracting requirements and complex technical specifications. Your experience must also demonstrate skills in oral communications in presenting sensitive recommendations to senior level managers and executives, written communications sufficient to develop and implement internal management documents and correspondence pertaining to acquisition policies and procedures, and in serving as a representative on cross-functional task forces, committees or to the private sector. At this level you must demonstrate expert technical guidance and consultation on the procurement function including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities.


MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.


TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
