The Chief Human Resources Officer serves as a member of the President’s Cabinet, provides expert consultation and directs administration of the human resource functions of the college including: strategic human resource planning, workforce planning, talent management, compensation management, benefits management, workers compensation, employee engagement, performance management, and professional development to provide the college with the best talent available and to position the College as the employer of choice. The Chief Human Resources Officer plays a leadership role in the development of policies and procedures affecting employment at the College. The Chief Human Resources Officer is responsible for fostering a climate consistent with the College’s core values of Respect and Inclusion, Integrity, Collaboration, Humor and Well Being, Innovation, Quality, and Sustainability.


  • Provide strategic leadership from a recruitment, retention and cost-effective perspective, regarding budgeting items, compensation, employee benefits and insurance.
  • Promote effective recruitment efforts to ensure a high quality and diverse workforce consistent with the JJC core values.
  • Work collaboratively with all employee groups to meet their development needs.
  • Oversee labor relations/collective bargaining activities, grievance processes, negotiations, mediation, arbitration and contract administration.
  • Remain current of federal, state, and local laws affecting personnel and employment. Develop and implement procedures in compliance with changes in legislation.
  • Foster the development, implementation and execution of human resources management practices, policies, initiatives and actions, minimizing employment-related risk to the institution.
  • Direct human resources staff, provide strategic objectives, prioritize work load and evaluate the effectiveness of human resources programs and services.
  • Develop and monitor annual operating budget for Human Resources department and professional development accounts. Assist with developing with institutional level budget for employee benefits programs.
  • Design, implement and execute timely and accurate Human Resources communications to the college community.
  • Advise college leadership on the enhancement of institutional programs.
  • Serve as a lead advisor of the documentation and activities related to employee discipline, counseling, and other corrective actions. Monitor investigations as needed.
  • Oversee preparation and accuracy of employee related materials submitted to the Board of Trustees.
  • Work in collaboration with the Compliance Officer on issues involving EEO.
  • Work in collaboration with the Title IX Coordinator on matters involving Title IX compliance.
  • Formulate, recommend and evaluate Human Resources processes, procedures and systems.
  • Ensure compliance with the State Universities Retirement System (SURS) enrollment, participation, retirement and separation activities.
  • Oversee and serve on committees appointed by the President and act as a President’s Cabinet liaison on the President’s Diversity Advisory Council.
  • Oversee continuous professional development opportunities for faculty and staff.
  • Ensure compliance with Clery Act departmental responsibilities as identified by board policy 11.11.00 Clery Act Compliance.
  • Perform other duties as assigned.

Minimum Qualifications

  • Master’s Degree in Human Resources Management, Business Administration or a related field from an accredited college or university.
  • Seven (7) years of progressively responsible experience in Human Resource management and in leadership
  • Experience in labor relations, ADA, compliance, negotiations and contract administration.
  • Possess excellent interpersonal and communication skills with the ability to work effectively with and support the needs of a diverse population.

Preferred Qualifications

  • Advanced HR certification(s)
  • Community college work experience
