Job Responsibilities

This position is located in Product Management, Richland County. Under general supervision by the Product Manager, the IT Business Analyst I serves the Medicaid Systems Bureau (MEDS/MMIS/MMS) by providing subject matter expertise regarding systems. This position researches and documents system behavior (existing and desired) for the systems; elicits business needs to determine defect resolution and enhancement strategies; and provides input and develops artifacts (as appropriate) throughout the software development lifecycle (SDLC).

* Performs systems and business analysis activities for the Production systems.
* Acts as a subject matter expert (SME) for the Production Medicaid systems.
* Completes tasks to facilitate the technical design and development of approved work items.
* Completes tasks to facilitate the implementation/deployment of Bureau of Medicaid Systems releases.
* Participates in relevant professional development activities.
* Performs other duties as assigned by supervisor

Minimum and Additional Requirements

A high school diploma and experience in computer system development and modification.

A bachelor's degree in a related area may be substituted for the required work experience.

Additional Requirements:

* Occasional overnight travel.
* Requires holder to drive routinely.
* Sitting or standing for long periods of time.
* Lifting requirements: 20 lbs.
* Must be able to communicate effectively both orally and in writing.
* Must have flexibility in schedule (occasional late hours, shifting schedules and periods of intense activity amid fluctuation). Physically able to bend and stoop frequently.

Preferred Qualifications

* Knowledge of the Medicaid agency's mission.
* Basic knowledge of capabilities and intricacies of information systems.
* Basic knowledge of computer languages.
* Ability to understand and carry out basic technical instructions and requests.
* Ability to effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines.
* Ability to interpret business needs into requirements.
* Ability to establish and maintain effective working relationships.
* Moderately complex ability to analyze and reduce to logical order complex technical data.
* Ability to communicate in a clear and concise manner.
* Ability to work effectively with users, vendors, and other IT personnel.
* Ability to assist with identifying and resolving problems.
* Ability to assist with providing status reports and other technical reports.
* Preferred: Experience working with Medicaid policy, process, or systems.
* Knowledge of SC Medicaid policy and process.
* Knowledge of MMIS or IBM Curam, including troubleshooting and business processes
* Knowledge of business analysis practices.
* Experience in technical writing and/or system documentation
