Manager, Technology Facilities & Infrastructure Planning

The Manager of Technology Infrastructure Planning provides leadership and project management responsibility for information technology planning and implementing for all of the College’s new building construction, renovation, and IT-related facility upgrade projects.

They also provide supervision to other positions in the infrastructure group that oversee telephony and network transport. Additionally, they coordinate IT information with the Facilities Management staff. The Manager of Technology Infrastructure Planning will develop and monitor practices to ensure CIP and renovation projects are completed in accordance with the College’s classroom and IT standards. This position will coordinate with the Facilities Management Department, architects, engineers, contractors, vendors, and construction firms contracted by the College. This position is also responsible for the overall technical management of voice communication systems, video surveillance systems, access control systems, and emergency call box systems.

Responsibilities:

  • SUPERVISES and EVALUATES the Telecommunications and LAN Engineers.
  • PROVIDES management and guidance over the IT Facilities and Infrastructure team and promotes a synergistic team environment.
  • MANAGES day to day activities related to the PBX and network infrastructure for the college.
  • PROVIDES leadership and management oversight to all IT requirements related to general building spaces, classrooms, labs, conference rooms, telecom rooms and other facilities for College CIP and renovation projects at the Largo Campus and all College Extension Centers.
  • RESPONSIBLE for project management of all technology projects related to the planning and construction of College CIP and renovation projects at the Largo Campus and all College Extension Centers.
  • WORKS with the College Community, faculty, staff, and administrators, in developing and accessing IT needs related to facility planning and documenting these needs for planning purposes.
  • COORDINATES the implementation of IT standards and requirements for classrooms, labs, conference rooms, telecom rooms, general spaces, and other facilities.
  • ENSURES IT standards and requirements are properly and completely included in all bid specifications for CIP and renovation projects.
  • SUPPORTS and works with the Facilities Management staff in conveying IT standards and requirements to architects, engineers, general contractors, sub-contractors, vendors, and other consultants related to the planning and construction of College CIP and renovation projects.
  • MEETS regularly with Facilities Management staff to review IT requirements in current and future projects.
  • PROVIDES overall technical management responsibility for voice communication systems, video surveillance systems, access control systems, and emergency call box systems and works with Facilities Management and Campus Police to ensure that these systems are operating properly on a 24 x 7 basis and that appropriate staff have been properly trained.
  • OVERSEES the technical management and support for the College’s telecommunications systems and network infrastructure, ensuring that the College continues to provide high-quality voice and data communications throughout the College.
  • PARTICIPATES in the creation of IT budgets, estimates, and ROI reports for College CIP and renovation projects as related to the IT infrastructure standards and requirements in classrooms, labs, conference rooms, telecom rooms, and general spaces.
  • ENSURES that the user IT requirements are implemented within the construction and renovation projects.
  • REMAINS ABREAST of current in IT infrastructure trends by researching them, validating customer references, and recommending appropriate modifications to existing IT standards.
  • DEVELOPS and submits documentation for Project Change Orders for CIP and renovation projects that are related to IT changes.
  • PROMOTES the “Green” initiatives and advocates Green IT solutions wherever possible.
  • UNDERSTANDS the overall design and layout of the campus network infrastructure.
  • COLLABORATES with IT Facilities Planning personnel within other Maryland community colleges and the University System of Maryland institutions.
  • MAINTAINS strong working relationships with vendors who have technology contracts with the College.
  • RESPONSIBLE for complying with all required College mandated training within the prescribed timelines
  • PERFORMS other duties as assigned.

Requirements:

  • Bachelor’s degree in either building construction or information technology. (Master’s degree preferred)
  • Minimum of two (2) years’ experience in the field of facilities management, IT planning, IT standards development or equivalent technology-related experience. Minimum of two years of supervisor experience
  • Must have experience working with PBX, Juniper, and CCTV
  • Must have direct experience working and installing large telecom infrastructure fiber/ Cooper
  • Worked in a Cloud and On-premises environment using ViaCloud or other cloud technology
  • One (1) to two (2) years’ experience as a computing and networking technician managing data communications and networking systems
  • Excellent technical written and oral communication skills.
  • Strong ability to read architectural plans
  • Strong communication skill
  • Project management and planning skills
  • Skills in leading a technical team, managing multiple concurrent tasks, and bringing them to completion on time
  • Skills in maintaining records and files
  • Ability to perform detailed work independently, as well as, in a team environment.
