Provides support to the 96 Cyberspace Test Group Det1 at Hanscom AFB, MA for HBSG Airborne Warning and Control System (AWACS) test management guidance. Support includes the preparation of test related acquisition documents, coordinating resources for testing, building Integrated Test Teams and defining long range test strategies.
Essential Duties and Responsibilities
+ Technical/advisory support for test planning of the AWACS Communication Network Upgrade (CNU), J-Voice and High Power Amplifier (HPA), Joint Range Extension Application Protocol - C (JREAP-C) MIL-STD-3011, and MIL-STD-6016 Data Link Implementation (DLI).
+ Supports Developmental Test and Evaluation (DT&E), Operational Test (OT), Force Development Evaluation (FDE), Risk Reduction Testing (RRT) and certification for test readiness; identifies deficiencies, verify compliance with specifications and standards, and assess stability of various system configurations.
+ Coordinates schedules, pre-and post-test activities, logistics of test planning, and test results.
+ Supports senior engineers when interacting with System Program Offices, other services, and development contractors.
+ Conducts data analysis and applies knowledge of engineering technology under the direction of engineering staff. Types of tasks include test and evaluation, test support, logistics, sustainment, operations analyses, technical studies, and various analyses and support activities including cost/price, and program/system security.
+ Assists in the development of system requirements, functional capabilities, performance measures, design constraints, test phase entry/exit criteria, and metrics.
+ Prepares, executes, reviews, and analyzes strategic documents, test plans, procedures, metrics, and reports throughout the software development life cycle.
+ Plans, coordinates, and monitors tests projects that frequently require significant modification of standard practices or adaptation of instrumentation to obtain valid results.
+ Assesses the feasibility and soundness of proposed tests. Make recommendations on all aspects of testing.
+ Travel up to 33% of time to contractors' facilities, test sites, and other locations (OCONUS and CONUS).

Required SkillsRequired Experience
One of the following combinations is required: Master's Degree in a technical discipline and a minimum of 15-20 years of technical experience -OR- Bachelor's degree in a technical discipline and 18-20 years of technical experience -OR- HS Diploma or Equivalent and 23-28 years of technical experience.
+ US Citizenship Required; DoD Secret security clearance required with an investigation date within the last five years.
+ Relevant technical experience testing command and control systems (or weapon systems)
+ Must have the ability to interface with prime weapons system contractors regarding test objectives, schedules, budgets, and methods of test.
+ Must have a demonstrated ability to work effectively on a team and to lead and direct the work of others.
+ Must possess effective oral and written communications skills.
+ Good interpersonal communications skills and be comfortable leading and working in a team environment.
+ Understanding of developmental test and evaluation processes, specifically - acquisition program development and detailed knowledge of Air Force C2 test methodologies including AFI 99-103.
Preferred Skills and Qualifications:
+ Extensive experience test planning and organizational test team building in an AF 99-103 and DoD AFMAN 63-119- compliant manner.
+ Relevant experience with AWACS modernization efforts that include Communication Network Upgrade (CNU), J-Voice and High-Power Amplifier (HPA), Joint Range Extension Application Protocol - C (JREAP-C) MIL-STD-3011, and MIL-STD-6016 Data Link Implementation (DLI).
