Duties
Duties Include:
* Ensures SAA Leadership has the information and detailed preparation needed to fulfill the role as Members of the Capitol Police Board, the Joint Congressional Continuity Board, and the Accessibility Services Board.
* Plans resources, integrates, tracks and successfully executes operation requirements across all divisions within the organization.
* Collaborates effectively with Sergeant at Arms staff, peer Congressional Officer organizations, House Leadership, and oversight Committees.
* Develops and implements standard operating procedures and tracking mechanisms to support mission requirements.
* Effectively manages available resources to implement strategic initiatives.
* Focuses on strategic goals and drives organizational performance to achieve these goals.
* Assists with the development and oversight of the security, emergency preparedness and continuity budget, ensuring that is consistent with the guidelines, priorities and decisions established by the Capitol Police Board and the Joint Congressional Continuity Board.
* Works collaboratively with the Deputy SAA and Chief of Staff to provide leadership and management direction to Assistant Sergeants at Arms and Division Directors.
* Supports the SAA with clear communication to stakeholders and record keeping.
* Performs other duties as assigned.

In addition to the above duties, incumbent assists with special projects and workforce planning.

Qualifications
Work Experience and Education:
Bachelor's degree; advanced degree preferred; supervisory/management experience. Must be able to obtain and maintain a Top-Secret security clearance.
Grades 14 & 15
Advanced degree and extensive supervisory/management experience.
Knowledge, Skills, and Abilities:
Thorough knowledge of rules, policies and procedures of the House of Representatives and United States Capitol Police; ability to make high level management decisions; ability to think strategically; strong leadership skills; excellent organizational skills; ability to work well under pressure; exercise discretion and independent judgment in handling daily operations of the office and maintaining a professional and courteous work disposition. Incumbent should possess the skills and experience to effectively manage a team of experienced professionals, including employment of individual employee performance plans and evaluations, coaching and mentoring techniques, and addressing employee conflicts and disciplinary actions. Incumbent must be skilled in effectively interviewing and assessing job applicants. Ability to plan, use project management concepts and practices, and assist with the formulation of the budget. Skilled in developing, implementing, and maintaining internal workplace policies, standards, procedures and practices.

In addition to the KSAs above, the incumbent is skilled in strategic planning and managing special projects.
Work Schedule:
Full-time, permanent. Monday - Friday 8:30 a.m. - 5:00 p.m. Work outside of normal business hours, when necessary, evenings and weekends may be required.
