DESCRIPTION

Uses skills as a seasoned, experienced research administrator to independently review, develop, negotiate and execute a large variety of research agreements of varying risk and complexity including Non-Profit Agreements (including flow-through terms) and Incoming Federal and UC flow-through awards from a wide variety of sponsors. Incumbent is responsible for reviewing, modifying, negotiating and executing these agreements for Principal Investigators from Health Sciences and General Campus. The incumbent also is responsible for working closely with UC Office of the President and UC San Diego Foundation Relations to ensure that partnerships with non-profit sponsors are successful.

Review, draft, and negotiate moderately complex agreements with a wide-variety of nonprofit sponsors and academic institutions. Work with UC Office of the President and Foundation Relations to support positive partnerships with nonprofit sponsors. Engages with the broadest cross-section of the UC San Diego research community, in deadline-driven efforts, and makes sound judgement under significant pressure, with large volume and variety of activity. Incorporates a diverse scope of responsibilities where analysis of data requires thorough understanding of complex regulations, compliance requirements, policies and administrative requirements.

Completes and approves transactions subject to the delegated signature authority assigned to the position for review, negotiation and execution of extramural sponsored research awards. Ensure the proper commitment of University resources, verify adequate (if necessary) compensation, protections of intellectual property and University owned technologies/patents, coordinate compliance of special review (Human Subjects, Animal Subjects, Conflict of Interest, etc.), and address conformity with both University and sponsoring entity regulations.

Non-profit sponsored research agreements and federal flow-through awards entail a wide and divergent variety of agreement types and a-typical circumstances, requiring the incumbent to be creative and flexible, yet comply with all applicable regulations and policies. Act as liaison between the University, Principal Investigator, and the partnering sponsor. Acts as a Lead member of the team for purposes of mentoring and training, and exhibits advanced experience to support team members in the wide variety of complexities. Provides this lead role to assist Assistant Director, and offer by-the-minute support to C&G Officers.

This position may be eligible for a Hybrid flexible work arrangement, which could include a non-standard work schedule, and/or the ability to work off-site part of the time.

QUALIFICATIONS

* Bachelor's degree or higher with focus in fields such as life sciences, physical sciences, technology, engineering, contract law, intellectual property law, public administration, or political science and four (4) years related university experience or combined equivalent.

* Demonstrated knowledge and proven ability to perform review of complex funding/contract solicitations including Requests for Proposals (RFPs) and to analyze and negotiate complex, moderate-risk terms and conditions of resulting awards/contracts in relation to receipt of University funding from extramural sponsors.

* Proven ability to analyze, interpret, and comprehend conditions of award/legal agreements of moderate complexity and risk and recognize impact of potential problems and formulate subsequent resolutions. In-depth knowledge of terms and conditions of a variety of moderately complex award instruments (e.g., contracts, collaborations/consortia, non-disclosure/proprietary information agreements) with an emphasis on publication restrictions, patents, copyrights, rights in data, indemnification, conflict of interest, etc.

* Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

* Experience in drafting correspondence, moderately complex award language, and agreement modifications. Strong comprehension skills consistent with the ability to understand information contained in complex requisitions, technical specifications, purchase contracts, business reports, etc. and be able to relate it to applicable policies and procedures.

* Experience (either via contract mechanism or from laboratory experience) concerning the transfer of tangible research materials (such as transgenic mice, plasmids or vectors, mammalian cell lines, human embryonic cell lines, antibodies, compounds, chemicals, reagents, scientific equipment, etc.).

* Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

* Ability to work with detail and assist in the preparation and review of a large volume of moderately complex documents rapidly and accurately. Ability to prioritize heavy workload, meet deadlines, cope with peak workload periods and apply creativity and originality in time-sensitive problem-solving situations.

* Proficiency in the Microsoft suite of productivity applications such as Word, Excel, PowerPoint, Outlook and Visio. Ability to analyze data through spreadsheets.

* Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Excellent/effective oral and written communication skills, including ability to construct complex legal language as well as persuasive correspondence to convey information in a clear, organized, and concise manner. Ability to diplomatically, clearly, and accurately express substance and nuance in both oral and written communication. Ability to prepare presentations and present information in a clear manner.

* Experience training and mentoring of staff. Ability to act as lead contract and grant officer. Expert contract and grant knowledge and experience.

SPECIAL CONDITIONS

* U.S. person status is required for this position in order to comply with the Arms Export Control and Export Administration Act. U.S. persons are U.S. citizens, legal permanent residents as defined by 8 U.S.C. 1101(a)(20) or protected individuals as defined by 8 U.S.C. 1324b(a)(3).

* Job offer is contingent upon satisfactory clearance based on Background Check results.

* Overtime and weekends may be required.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
