Job Description
The BAE Systems site in York, PA supporting Combat Vehicles is seeking a Government Property Management Specialist Sr. In this role, the Specialist is a leading point of contact in government property management:
  • Maintains up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications. Awareness of regulatory changes and their impact on contracts.
  • Acts with strict confidentiality of sensitive information.
  • Responsible for detailed review tasks for specific government property elements.
  • Charged to resolve complex systems problems. Analyzes current practices for deficiencies and determines potential corrective action. Develops strategies, testing and analysis methods for more complex problems with limited guidance from management. Develops practical and economic solutions to property problems with high complexity in compliance with given requirements.
  • Prepares presentations for internal/external peers and customers.
  • Participates in work groups.
  • Works independently in establishing property requirements from regulations.
  • Demonstrates ability to develop self-assessments to validate system effectiveness.
  • Identifies property issues and implements potential practical and simple solutions.
  • May direct the work of less senior personnel.
  • Maintains auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites. Ensure records include authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, sub-contractor control, maintenance, disposition and contract property closeout.
  • Prepares internal/external reports pertaining to government property. Maintains auditable backup data and files (e.g. Loss, Theft, Damage or Destruction of property (LTDD); Reports of Discrepancy (RODS); reports applicable property in the Item Unique Identification (IUID) registry; and reports of inventory and Plant Clearance).
  • Writes moderate amount of correspondence to internal/external customers, vendors, and DCMA personnel. Prepares draft procedure changes to implement FAR/DFARS requirements or locally directed management changes. Prepares status reports to management on departmental activities.
  • Reviews vendor/subcontractor’s control of government property in coordination with the Purchasing, Subcontracts Departments and Program Management. This may be accomplished through site visits.
  • Performs self-assessment audits of compliance to published procedures and FAR/DFARS requirements. Coordinates all aspects of the analysis by interfacing with appropriate department personnel and the DCMA’s Property Administrator. If necessary, secures any corrective actions necessary.
  • Assists in appropriate phases of the Government’s survey of a Line of Business, (LOB) site’s Government Property Management System. Assures deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the findings, recommending solutions and assisting in the development and implementation of the corrective action plan.
  • Ensures compliance with company policy and procedures, contractual and FAR/DFARS requirements.
  • Creates, updates, maintains records (active/retired) in current and accurate status reflecting the various life cycle events (cradle to grave) including maintaining supportable evidence via soft or hard copy of the life cycle transactions.
  • Provides government property guidance on all new business proposals or contract awards.
  • Interfaces with other functions to ensure property record keeping and reporting.


Typical Education & Experience
Typically a Bachelor's Degree and 4 years work experience or equivalent experience

Required Skills and Education
  • Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245, and other contract clauses impacting government property.
  • Excellent communication skills. Writing abilities must be adequate to pen procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.
  • Working knowledge of in-plant managerial relationships and operations.
  • Excellent interpersonal and influencing skills to interface with government representatives and internal departments.
  • Ability to exercise discretion, confidentiality, and independent judgment.
  • Planning, time management and organization skills.
  • Sound interpersonal skills for interfacing, coordinating, and negotiating with internal/external customers and suppliers.
  • Computer literacy in MS Office Suite (Word, Excel, Access), including presentation software and ERP systems.
  • Ability to develop/demonstrate research and be able to effectively share and present information.
  • Decision-making abilities using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.


Preferred Skills and Education
  • National Property Management Association (NPMA) membership and certification as a Certified Professional Property Manager (CPPM) is preferred.
  • Knowledge of UID Registry and DCMA eTools.
  • Experience in Defense Contracting environment.
  • Direct experience in Government Property administration.
