Position Information
The Department of Environmental Services (DES) is seeking multiple Transportation Design Engineers to join the Design Team within the Transportation Engineering and Operations Bureau (TE&O). The position will collaborate with other agencies and programs to review plans, and/or provide technical expertise for multi-modal urban safety improvement projects. Areas of expertise include ADA and pedestrian requirements, bicycle accommodations, traffic operations, and shared curb space usage.
Specific duties include:
* Drafting roadway design plans (i.e., sign & marking, pedestrian and bicycle improvements, transit stop improvements, and maintenance of traffic, etc.), ranging from concept to final design to address operational and safety concerns;
* Reviewing site plans to provide technical expertise concerning transportation safety and operations;
* Conducting safety investigations (e.g., all-way stop, pedestrian, collision, speed, etc.) to develop short-term and long-term design alternatives for small scale transportation enhancements to improve safety, mobility, and access;
* Supporting the County's Neighborhood Complete Streets (NCS) Program by analyzing safety needs, developing technical design drawings, developing policies, preparing and presenting documents to the public, as well as providing program guidance;
* Performing traffic operational analyses and developing design alternatives for enhancements to the roadway network;
* Communicating with the public by gathering transportation-related data to investigate customer concerns, attending civic association meetings, and responding to these concerns via written and/or verbal communication;
* Developing, reviewing and/or evaluating procedural guidelines, technical standards, and policies, investigations, evaluations, analyses, and the application of safety and access mitigation measures;
* Supporting the implementation of the County's Vision Zero Plan by conducting crash analyses and developing plans and policies to address safety at the spot, corridor, and systemwide level
The ideal candidate will have excellent technical writing and verbal communication skills and be proficient in a variety of software applications such as Microsoft Office Suite and AutoCAD. Selection Criteria
Minimum Requirements: Candidates will be hired at Engineer levels Trainee, I, II, or IIII depending upon their ability to achieve the minimum qualifications experience and certification requirements, as outlined below:
Transportation Design Engineer Trainee Level:
* 90 credit hours towards the completion of an Engineering degree at an accredited institution.
* Ability to complete degree within a year of appointment to trainee status.
Transportation Design Engineer I:
* Bachelor's degree in Civil/Transportation Engineering or related field.
Transportation Design Engineer II:
* Bachelor's degree in Civil/Transportation Engineering or related field; and
* 3 years of post-Bachelor's transportation engineering experience or related field.
Transportation Design Engineer III:
* Bachelor's degree in Civil/Transportation Engineering or related field; and
* 5 years of post-Bachelor's transportation engineering experience or related field.
Substitution: For Engineer levels II and III, some certifications can be substituted for the experience requirement on the following basis:
* Design Engineer II: 1 year of experience can be substituted for one of the following certifications/trainings:
* Arlington County Project Officer;
* VDOT Advanced Work Zone certifications; or
* Completion of 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA training
Design Engineer III: 2 years of experience can be substituted for two of the following certifications/trainings:
* Arlington County Project Officer;
* VDOT Advanced Work Zone certifications;
* Completion of 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA training
Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.Desirable: Preference may be given to candidates with a Master's Degree in related field and/or one or more of the following:
* Experience developing technical policies, guidelines, and standards;
* Experience investigating transportation operational and safety concerns, and documenting findings and recommendations in a technical format;
* Project management;
* Experience in GIS programming, coding, and manipulation;
* CAD design and review; or
* Engineer in Training (EIT) or Licensed Professional Engineer (PE).
Special Requirements
The applicant must possess, or obtain by time of appointment, a valid driver license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

* Engineer Trainee Level: $67,974.40 - $103,896.00
* Engineer I: $73,070.40 - $111,571.20
* Engineer II: $78,104.00 - $119,350.40
* Engineer III: $88,025.60 - $134,388.80
Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.

Permanent, Full-Time Appointments

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.
Health and Dental Insurance: Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.
Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement: The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.
