Construction & Civil Engineering Specialist with Security Clearance

SUMMARY The Office of Regional Peace and Security in the Department of State's Bureau of African Affairs (AF/RPS) requires a contractor to conduct pre-award visits to survey and assess existing structures and proposed construction locations and provide professional evaluation on actions necessary for any renovations or rehabilitations. ***This position requires an active Secret level clearance to be considered. *** ***Vertical construction experience required.*** ESSENTIAL DUTIES AND RESPONSIBILITIES * Conduct pre-award visits to survey and assess existing structures and proposed construction locations. * Provide structured reports documenting existing conditions and provide professional evaluation on minimum and priority corrective actions necessary for any renovations or rehabilitation. * Assist in the preparation of SOWs, PWSs, and IGCEs during the pre-award phase of a contract and/or grant. * Assist, as a non-voting member, the PM in the preparation with Technical Evaluation Panels and provide technical knowledge to support the SOW, where needed. * Assist Contract / Program / Management personnel in the development of construction plans for project builds throughout Africa including AF/RPS and PM/GPI-funded programs. * Travel, including to Africa, as required. * Support AF/RPS knowledge management efforts to provide a comprehensive understanding of U.S. security assistance to African partners, to include the AF/RPS-managed Portal. EDUCATION AND EXPERIENCE * Degree must be from a program accredited by the Accreditation Board for Engineering and Technology (ABET) or National Architectural Accrediting Board (NAAB) within a college or university in one or more of the following disciplines: Civil/Structural Engineering, Electrical Engineering, Mechanical Engineering, and Architectural Engineering. * Master's degree and at least five (5) years prior professional experience designing, planning, managing, and completing vertical construction projects OR Bachelor's degree and at least ten (10) years prior professional experience designing, planning, managing, and completing vertical construction projects * At least three (3) years demonstrated work experience on vertical construction projects including, but not limited to multi-story buildings, large-scale residential and commercial developments, warehouses, and aviation hangers. * At least five (5) years overseas construction management and design experience, including a minimum of three (3) years professional experience working in Sub-Saharan Africa KNOWLEDGE, SKILLS AND ABILITIES * Requires SECRET Security Clearance * Vertical Construction, CADD, Blueprint & Architectural Design * Demonstrated professional experience requiring excellent communications skills, both verbal and written in a training environment * Demonstrated fluency of English speaking and writing * Successfully pass a federal background check and a drug screen * Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement. WORK ENVIRONMENT A climate-controlled office environment.
