We are looking for a Proposal Specialist with a strong management and writing background who can integrate with our pursuit teams and manage/write proposals for challenging civil infrastructure projects.

The Proposal Specialist will be responsible for managing the coordination, development, review, and finalization of compliant, compelling, and comprehensive statements of qualifications and proposals for infrastructure projects ranging in value from $5M to $100M for multiple contract models. In addition, the candidate must have a strong focus on compliance of concise written text and graphics to RFP requirements while also incorporating strategic messaging. The successful candidate will work both individually and in a team environment, must have an interest in learning the ins and outs of the design and construction of large infrastructure projects, can work under and meet tight deadlines, and has excellent writing skills.

Kiewit Infrastructure Engineering's Design-Build team is driving clients to turn to Kiewit during all stages of design-build projects. Through our integrated design and construction approach, our multi-disciplinary team works together to improve schedule, control costs and minimize risk. Location

This position is based out of our Woodcliff Lake, NJ or Chicago. Travel required up to 20%.

Responsibilities
  • Work under direction of Regional Proposal Strategy Manager and will serve as a regional proposal resource working together with a team of other proposal, writers, and creative team members to deliver quality proposals throughout a multiple state region.
  • Lead non-complex standard proposals with limited supervision and support complex alternative delivery proposals.
  • Analyze and interpret solicitation documents and requirements (RFQ, RFI, RFP) to prepare and develop comprehensive response templates (compliance matrix, proposal outlines, schedule).
  • Facilitate proposal kick-off meetings, milestone reviews, and recovery periods.
  • Manage and coordinate all proposal sections to ensure compliance with client’s objectives and requirements while ensuring consistency with proposing entity’s strategy and approach.
  • Organize and may facilitate strategy and storyboarding sessions to incorporate concepts and data into deliverable documents.
  • Responsible for leading other proposal and graphics staff and/or partners in developing deliverables.
  • Collaborate and interview engineers, designers, and others to secure information for various writing assignments to prepare compliant and compelling written proposal content.
  • Serve as lead writer for various proposal sections (i.e., project descriptions, qualification summaries, resumes, technical, etc.).
  • Collaborate with creative team to conceptualize and integrate compelling graphics to convey proposed solutions within SOQ/proposal responses.
  • Make accurate and timely formatting, edits, and revisions to documents, and adjust schedule as required.
  • Understands and applies proposal methods and tools, consistently implement standard best practice processes
  • Lead or assist in the total production and delivery for on-time delivery of proposals (electronic and hard copy)
  • Support presentation phase of pursuit, coordinates graphics, and helps refine key messages
  • Assist with maintaining, monitoring, and managing proposal database, files, and systems through appropriate information management systems
  • Support and drives development and continuous improvement of best practices and templates, data platforms, and style guides

Qualifications

The successful candidate must possess the following qualifications:
  • 3+ years of proposal coordination/writing experience in engineering/construction or similar industry
  • Prior exposure to construction management practices
  • Bachelor’s degree in Marketing/Communications, Journalism, English, Liberal Arts, or equivalent
  • Proficient with Adobe Creative Suite including InDesign, Illustrator, and Photoshop
  • Advanced knowledge and skills in Microsoft Office Suite and Adobe Acrobat
