The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Division Manager to join its Recreation and Wellness Division – Community Center Operations. Potential Candidate will:

  • Manage and direct the overall operations for 15 Community Centers.
  • Develop and promote structured After School and Summer Enrichment programs on a citywide level.
  • Oversee the development, quality, efficiency and effectiveness of various assigned city service programs, and budget expenditure to comply with budget goals.
  • Assist in the preparation of budgetary forecasting, program planning and financial management.
  • Supervise, evaluate and motivate managers and supervisors.
  • Develop ongoing training programs for community center staff.
  • Promote collaborations with local organizations and oversee reporting systems with grant partners.
  • Serve as a Department liaison to promote programs at meetings and events.
  • Maintain inventory control systems of recreational supplies and equipment.
  • Must be able to work flexible hours in the evening and on weekends.
The position is physically comfortable, the individual has discretion about walking, standing, etc.

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a closely related field.

Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year for year basis.

May require a Texas Class C drivers license and compliance with the City of Houston's policy on driving. Preference will be given to candidates with:
  • Strong written and verbal communication skills; demonstrated ability to train and mentor team.
  • Strong management skills, in the motivation and development of employees, demonstrated time management & organizational skills.
  • Excellent problem-solving and analytical skills. 
  • Demonstrated ability to manage multiple projects under tight deadlines; Adapts well to changes;
  • Demonstrated success working with a diverse clientele.
 **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification. The salary range is:

Salary Range - Pay Grade 29
