DeVine is a leading provider of Scientific and Technical solutions for Federal, State and commercial clients.   Our company is looking for a Financial Analyst to join DeVine in Fremont, CA. The successful hire will have strong problem solving & communication skills, and the ability to work efficiently in a team setting.  A hybrid work model may be considered for this role.  Federal Contracting experience is required.  Deltek Costpoint experience is required. The Financial Analyst will be an integral member of DeVine's Fremont office providing expertise in finance, accounting, compliance and pricing for Federal, State and commercial contracts.   If you have relevant experience, and want to join a growing company with unlimited potential, then we want you on our team! General Job Responsibilities: • Determines cost of operations by establishing standard costs; collecting operational data • Identifies financial status by comparing and analyzing actual results with plans and forecasts • Guides cost analysis process by establishing and enforcing policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions • Improves financial status by analyzing results; monitoring variances; identifying trends; recommending actions to management • Reconciles transactions by comparing and correcting data • Maintains database by entering, verifying, and backing up data • Develop automated accounting applications • Protects operations by keeping financial information confidential • Maintains technical knowledge by attending educational workshops; reviewing publications Contract and Compliance Management: • Monitor contract value and CLINs to ensure proper cost collection, reporting and related funding status • Support  development of operating and strategic plans, analyze resulting cost, revenue, and cash flows • Track subcontract cost & schedule status, material receipts, open commitments, and termination liability • Ensure proactive maintenance of contracts documentation consistent with established DeVine practices • Interact with federal government contract audit (DCAA) and contracts administration personnel • Lead audit request responses on systems reviews of billing, labor, purchasing, estimating system and indirect costs • Lead responses for Cost Accounting Standards and Incurred Cost Submissions • Lead assessments of applicable Cost Accounting Standard (CAS) and Federal Acquisition Regulation (FAR) policies Accounting & Bookkeeping: • Maintains and updates accounting records by performing duties such as recording and posting transactions in journals and the general ledger for accounts payable, accounts receivable and payroll • Monitor debt levels and compliance with debt covenants • Conduct a monthly reconciliation of every bank/loan/credit card accounts • Conduct periodic audit of all accounts to ensure their accuracy • Issue financial statements • Compile reports to show cash receipts and expenditures, accounts payable and receivable, balance sheet, profit and loss, and other items pertinent to operation of business • Assemble information for external auditors for the annual audit • Comply with local, state, and federal government reporting requirements • Arrange payment of accounts Preferred Experience • Bachelor's / Master's Degree in Finance, Business Administration or related field from an accredited college or university • Deltek Costpoint experience required • Expert-level in analytical and financial modeling • Proficient with spreadsheets, databases, MS Office and financial software applications • Excellent time management and organizational skills • Ability to multitask and meet deadlines • Accounting/GAAP knowledge • Familiar with GSA pricing schedules and CAS compliance requirements • Knowledge of Federal Government Contracting/Bidding Process/Cost Proposals and accounting systems
Bonus Qualifications • Demonstrable understanding of the current regulatory environment relative to the submission of proposals to the US Government; FAR, DFARS, DCAA in particular • Experience constructing complex pricing models and competitive pricing analysis in Excel and other pricing tools About the position:  Position Type: Full-time, no residency sponsorship available
