Purchasing Technician

Town of Flower Mound Flower Mound, TX Full-Time

Under general supervision of the Purchasing Manager, responsible for performing detailed purchasing functions for the Town in compliance with the State of Texas bidding laws, local ordinances, purchasing policy, and established procedures.

Examples of Duties

* Processes requisitions for various goods and services; verifies information, generates purchase orders, and places orders with vendors. Reviews requisitions for completeness and accuracy.
* Performs Historically Underutilized Business (HUB) vendor searches for internal departments.
* Receives and records bid documents.
* Participates in public bid openings, pre-bid conferences, and on-site tours, as assigned.
* Generates and distributes quarterly encumbrance reports to departments for review.
* Administers the Town's Sam's Club account; receives requests for memberships and cancellations, completes and submits required paperwork for additions/deletions to the account, maintains records, and reconciles accounts for annual payment.
* Administers the Town's Amazon Business account; performs periodic review for compliance.
* Reviews invoices received, for legal ads for bids, copies paper invoices, and Sam's Club membership invoices.
* Reviews and complete vendor credit application for Town accounts.
* Assists with planning and presentation at the town-wide training on purchasing related functions.
* Interacts with departments daily to provide guidance on routine purchasing practices.
* Assists external customers, to include bidders and vendors, with purchasing-related questions.
* Adheres to Town and department policies and procedures.
* Assists co-workers as needed.
* Performs other duties as assigned.

Minimum Qualifications


* A High School Diploma or General Equivalency Diploma (GED) is required.
* Must have a valid Texas driver's license and driving record must be in compliance with Town policy.


* Two (2) or more years of work experience in purchasing or finance-related functions is required.
* Municipal experience is preferred.

Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history).

Desired Qualifications


* An Associate's degree in Purchasing, Finance or Business is preferred.
* Working knowledge of purchasing practices and procedures is preferred.


* Excellent English communication skills, both oral and written, to include spelling, grammar, punctuation, and sentence structure.
* Excellent computer skills, including Microsoft Office software.
* Ability to understand and carry out oral and written directions.
* Ability to work well under pressure and stress, handle multiple tasks. and organize and prioritize work assignments.
* Ability to maintain a pleasant and professional demeanor at all times.
* Ability to maintain confidentiality.


* Ability to hear, talk, read, and write.
* Ability to move various sized boxes of documents weighing up to 52 lbs., with use of a dolly for assistance.
