Job Title:                                Material Handling Supervisor (Hazardous Cargo Supervisor)

Summary:  Responsible for the safe and proper shipment of all hazardous cargo moving under United States Antarctic Program (USAP) transportation control. The Material Handling Supervisor will execute the coordination of packaging waivers directly with government regulators including the Air Force Material Command (AFMC) and the Department of Transportation (DOT). Supervisor will be the primary identification and certification trainer for all USAP participants to provide site-specific training of hazardous material. Ensure compliance by non-USAP hazardous goods certifiers shipping goods on USAP assets. Deployment to Antarctica is required for this position. The position will be performed in Denver CO for 6-7 months for pre-deployment training & planning before deploying for the 5-6 month on-site position at McMurdo Station.

GENERAL DUTIES (not all inclusive):

  • Responsible for maintaining a safe workplace program and ensuring safety is the highest priority in the workplace.
  • Designated as the regulatory specialist for the shipment of hazardous materials, including the completion of all Shippers’ Declaration for Hazardous Goods forms, for ASC, the US Antarctic Program and all other agencies and foreign countries shipping hazmat on USAP logistical assets.
  • Acts as agent for ASC/US Antarctic Program to ensure compliance with all Hazardous Transportation regulations including Title 49, US Code of Federal Regulations (49 CFR), International Air Transportation Association/International Civil Aviation Organization (IATA/ICAO) Dangerous Goods Regulations, International Maritime Dangerous Goods Code (IMDG), and Air Force Inter-service Manual (AFMAN) 24-204.
  • Is the quality assurance expert for all activities related to hazardous cargo, and supervises the Hazardous Cargo Specialist Assistant.
  • Develops and conducts all hazardous material identification and certification training courses on AFMAN 24-204, IATA/ICAO, IMDG, 49 CFR and the USAP Airlift of Hazardous Materials Manual for USAP personnel, including McMurdo, Pt. Hueneme, Christchurch, Punta Arenas, Palmer, South Pole and field camps, unless commercial training venues are more cost effective.
  • Requests packaging waivers, as well as Interim Hazard Classification letters, directly from AFMC and DOT and ensures timely compliance within established customer metric timelines.
  •  Acts as the regulatory specialist and final authority for conflicts within the USAP regarding shipment of hazardous goods.
  • Maintains current certification in AFMAN 24-204, IATA/ICAO, IMDG and 49 CFR, and monitors and distributes regulatory updates as they are issued.
  • Maintains the USAP Airlift of Hazardous Material Manual, the USAP HAZMAT Waiver Procurement for Air-Shipped Cargo, and the USAP Requirements for Shipment of Explosives.  This includes publishing proper technical revisions and creating new documentation when needed, and making appropriate distributions of the paper and electronic copies. 
  • Supervises the ASC Hazardous Material Quality Control function, reviews hazardous material shipping forms submitted by all agencies for accuracy.
  • Advises Management on potential issues concerning the shipment of hazardous goods and provides guidance as required.
  • Evaluates and ensures hazardous material is packaged according to applicable regulations for hazardous materials movement on all ships and at all stations.
  • Coordinates and oversees the packaging and certification of all hazardous material generated at McMurdo Station, for transport via All Modes.
  • Researches and responds to inquiries from any Antarctic Research Program regarding rules and regulations dealing with the transportation of hazardous materials.
  • Ability to communicate technical information to non-technical personnel.
  • Provides assistance to all grantees and other agencies in the processing of their Hazardous cargo. 
  • Coordinates with Fixed Wing and field camp staff planning personnel regarding the retrograde of hazardous materials from field camps and provides on-site guidance when requested.
  • Reviews all Support Information Packages (SIP) for hazardous goods and provides information as required to all USAP terminals’ planning personnel for shipment to Antarctica. 
  • Makes recommendations for hazardous goods handling and movement policy for the USAP Packaging and Shipping Instruction and relays such at meetings and conferences with NSF and other agencies.
  • Must assist in other general Logistics duties as needed, including report generation, hiring assistance and shipping receiving functions for both ATO and Supply while in Denver headquarters (DHQ) as directed.
  • Responsible for the inventory, consumption and ordering of hazardous packaging supplies for work center.
  • Assists the USAP Cargo Supervisor with general planning of upcoming science season and coordination of activities.
  • Interacts with NSF, military and other agency officials in a professional and tactful manner.
  • Performs other duties as required. 

    REQUIREMENTS:

  • High School Diploma required. Bachelor’s degree in Transportation or Logistics preferred.
  • Ability to acquire and maintain certification in packaging of Hazardous Materials in accordance with IATA/ICAO required.
  • Certification in packaging of Hazardous Materials in accordance with IMDG and AFMAN-24-204 preferred. Knowledge of 49 CFR preferred.
  • Certification in packaging of Hazardous Materials within the USAP preferred.
  • Training related to the packaging and shipment of Hazardous Materials required.
  • At least four years shipping and/or packaging experience in the hazardous cargo transportation industry is required. 
  • Training as technical instructor required and hazardous instruction preferred.  
  • Four years demonstrated leadership experience required.
  • Willingness and ability to deploy to Antarctica for extended periods is required.
  • Must be willing and able to lift and move items, parts, assemblies and equipment up to the safety regulation maximum.
  • Must be willing and able to perform physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors.
  • Must successfully complete the physical, dental and psychological (if applicable) examinations as required by the NSF for deploying to Antarctica.
  • Must participate in community programs, such as “house-mouse” (chores), “daisy-picking” (cleaning-up around the station), recycling efforts & safety objectives.
