ECS is seeking a Research Associate to work in our Silver Spring, MD office.
The Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service, Office of Sustainable Fisheries has a requirement for a Research Associate to support the Atlantic Highly Migratory Species (HMS) Management Division. The HMS Management Division is considering fishery management plan (FMP) and regulatory amendments for HMS fisheries addressing spatial management, bycatch reduction, habitat conservation, and ecosystem-based fisheries management.
The Office of Sustainable Fisheries is a Headquarters program office of NOAA's National Marine Fisheries Service. The Office of Sustainable Fisheries works to manage fish stocks important to commercial, recreational and subsistence fisheries through guidance and support of Regional Offices and Regional Fishery Management Councils. The Office of Sustainable Fisheries also strives to facilitate effective communication between and among constituents.
Obtain technical support in modeling Atlantic HMS (e.g., tunas, swordfish, billfishes, and sharks) distribution and habitat and in preparing supporting documents, as needed, for these potential FMP or regulatory amendment changes.
- Assist in designing and documenting complex scientific geographical information systems to model and predict species distribution.
- Compile and integrate HMS spatial data and environmental covariates from various NOAA offices and programs.
- Develop species distribution and predictive habitat models consistent with HMS management priorities.
- Evaluate model performance and their utility for fisheries management.
- Assist with developing scientific processes and analysis protocols.
- Assist in the testing of the scientific and analytical procedures used.
- Provide theoretical analysis to assist in solving problems efficiently.
- Create spatial tools and products to inform HMS fisheries management decisions.
- Develop and write scientific processes and analysis instructions, including a user dictionary, that are required to run the model and compile the data.
- Prepare technical reports, publications, and presentations as needed.
- Support fisheries and environmental impact analyses as requested.
- Must have a Bachelors degree
- Five years of experience performing routine design, coding, and documentation of scientific processes and analyses used for scientific projects.
- Experience developing spatial analyses by using Geographical Information Systems.
- Experience and working knowledge using statistical software such as R, SAS, SPSS, etc.
- Knowledge of existing species distribution modeling methods, tools, and data sources.
- Demonstrated proficiency for the following skill sets:
- Project management for complex and technical scientific programs
- Coordinating and leading diverse project teams to develop, improve, and achieve program goals
- Excellent verbal and written communication skills (including visual presentation) with both scientific and non-scientific audiences
- Working with diverse groups of individuals under strict timelines to accomplish goals
- Working independently with strong time management skills
- Adaptability to quickly changing priorities
- Attention to detail
- Graduate degree preferred
- Familiarity with fisheries management, HMS issues, or ecosystem modeling (such as EcoCast) is preferred.
