Engineer - Hoisting & Rigging

The Materials and Fuels Complex (MFC) at the Idaho National laboratory (INL) is seeking applicants for an individual who will specialize in hoisting and rigging (H&R) Engineering of systems and equipment used to lift various payloads in support of nuclear facility operations and research & development activities.  This also includes developing and maintaining a manual material movement (MMH) program and its related activities at MFC.  The position will be organized within the Facility and Systems Engineering Department within the Engineering Division.

INL is recognized as the lead national laboratory for DOE-NE, providing much of the nuclear research, development and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication through post irradiation analysis.

The successful candidate will be the assigned System Engineer for H&R and MMH activities at MFC.  In this role, the engineer will apply engineering knowledge, practice and techniques in support of assigned systems and components and be responsible to ensure continued operational readiness of assigned system and components in support of ongoing operations and research.  Technical understanding of the design requirements, system performance criteria, physical configuration, operation, testing, and maintenance of assigned systems and components is key. 

Functions, qualifications, required and preferred skills of the position are:

  • Perform System Engineer responsibilities for H&R at MFC, systems include: mobile cranes, overhead cranes and hoists, forklifts, below-the-hook lifting devices, portable automotive lifting devices (PALD), wire rope, synthetic and round slings, and rigging accessories. 
  • Perform System Engineer responsibilities for MMH at MFC, systems include: pallet jacks, lift tables, duct jacks, equipment dollies, hydraulic toe jacks, etc.
  • Responsible for the development, review and approval of lift plans in support of H&R and MMH operations.
  • Additional system engineer duties include: interface with design engineering and operations, review/check engineering documents, oversee associated manufacturing activities, and assure assigned systems are configuration managed per INL standards.
  • The position requires frequent walk downs and personal involvement in H&R and MMH evolutions in the field ensuring tasks are performed safely and in compliance with OSHA regulations, DOE Standards and applicable ASME safety standards.
  • Perform assessments of MMH and H&R activities occurring at MFC and provide recommendations (as applicable) for continuous improvement.
  • H&R operations at MRC include remote handling activities in nuclear hot cells and glovebox applications in addition to normal lifting operations.
  • Provide engineering design and system support in the development of unique lifting fixtures and equipment for normal and remote handling operations including design and structural analysis responsibilities.
  • Lead, perform and assist with H&R and MMR equipment activities including: development, procurement, fabrication, testing, inspection and implementation per INL procedure.
  • Ensure nationally recognized ASME B30 consensus standards are utilized for design, procurement and inspection activities.
  • Responsible to ensure compliance with DOE-STD-109090, “Hoisting and Rigging”.
  • Responsible for engineering support of all H&R and MMH activities including nuclear material lifts at MFC
  • Ensure reliability of H&R and MMH systems by defining maintenance condition monitoring needs, developing Preventative Maintenance Justifications (PMJ’s) and Corrective Maintenance actions as needed
  • Coordinate design, modification and maintenance of ancillary H&R equipment (including specialized lifting fixtures, rigging tackle, etc.)
  • Work with Industrial Safety and sponsoring organizations to determine appropriate H&R and MMH equipment for various lifts and equipment movements and develop safe operational procedures
  • Work with organizations such as maintenance to verify adequacy of specialized lifting fixtures through load tests
  • Support operational procedure development, physical operations and development of lift plans for material handling activities
  • Support INL Operations and Training departments in the development of H&R and MMH handling practices
  • Support training and qualification of H&R technician and maintenance personnel
  • Act as the MFC Technical Point of Contact (TPOC) for H&R addressing questions, concerns and issues that arise at MFC associated with H&R and coordinating with the H&R Company
  • Subject Matter Expert (SME) - Serve as a member on the INL H&R committee and/or the MMH committee for interface with the company wide SME’s

Qualifications:

  • Must be a US Citizen and be able to obtain and maintain a Department of Energy (DOE) "L" Security Clearance
  • Bachelor's Degree in Engineering and 5 years of relevant experience or Master's Degree and 3 years

Required Skills:

  • Ability to design, analyze and evaluate mechanical systems
  • Ability to communicate with operations, engineering, nuclear safety, maintenance and programmatic personnel both verbally and through written products
  • Ability to identify and execute engineering work tasks such as design efforts, maintenance activities and operating written instructions
  • Ability to plan, organize and manage engineering work

Preferred Skills:

  • Experience performing engineering functions with respect to design, development and operations with H&R and MMH systems/equipment
  • Experience performing engineering functions with H&R and MMH equipment (includes maintenance, inspection and testing of H&R and MMH equipment)
  • Formal H&R and/or MMH training
  • Professional Engineering License (not required)
