What You Will Do The Project Engineer working for the Plutonium Facilities Engineering (PFE) organization is one of the few technical personnel involved through the entire lifespan of a project. The Project Engineer is expected to meet with customers and users of Los Alamos National Lab's Plutonium Facility (PF-4) to understand and develop Statements of Need, and Scope(s) of Work to resolve technical facility issues, enhance process or equipment/facility performance, and increase reliability of the Plutonium Facility. These technical issues may be modifications to the facility, replacement of major equipment, changes to facility layout, or installation of new equipment or processes. Once the Scope of Work is developed, approved, and understood by all project team members the Project Engineer then engages Design Engineers and System Engineers to develop the technical solution to the issue. The Project Engineer facilitates and champions the design development, design review, and design acceptance while working with internal and external subject matter experts. Once the design package is developed, and approved, the Project Engineer then engages with Work Execution and Construction Management to implement the design. During design implementation the Project Engineer manages change control to the approved design. Should any sort of deviation from the design be encountered during implementation the Project Engineer manages the engineering response to those deviations. During all steps and phases of the project the Project Engineer is expected to ensure the technical solutions continue to meet the technical need or the facility user(s), that the project is indeed solving the customer's/user's issue. At the completion of the project the Project Engineer is responsible for closeout activities, collecting all documentation, test report, designs, drawings, etc. generated during the lifespan of the project and compiling them in accordance with LANL's Document Control mandates. The Project Engineer may be expected to work on projects both inside and outside the nuclear facility footprint. Projects can vary from modifications to accredited nuclear safety systems, to renovations of office spaces, and everything in between. Regardless of project size, complexity, duration, or cost the Project Engineer is expected to be the primary champion and facilitator of all technical aspects of the project and is responsible for the delivery and maintenance of high-quality technical design documentation throughout the entire life of the project. This position will work with internal (LANL) and external (subcontract) resources to execute projects. This position will have a direct impact on the United States' nuclear weapons stockpile stewardship and nuclear weapons modernization programs. What You Need Minimum Job Requirements: * Expert knowledge and experience in architectural consulting, design, and construction management. Extensive experience in public or private long-range strategic and tactical business planning.
* Expert knowledge of electrical, mechanical, and plumbing systems, building codes, and OSHA standards.
* Demonstrated ability to lead design teams and interpret architectural documents - drawings, specifications and schematics. Extensive experience in managing technical teams and interfacing with other engineering disciplines.
* Expert level understanding of technical scope development and senior-level understating of common engineering design document deliverables.
* Expert level understanding of design development and design review process (30%/60%/90%) and extensive prior experience facilitating design reviews.
* Extensive knowledge of common project schedule and cost tracking methodologies and programs (P6, MS Project, EVMS, etc).
* Extensive experience acting as a mentor and advisor to lesser experienced coworkers.
Training/Certifications: Project Management Professional (PMP) certification is highly desirable. Education/Experience: Position requires a Bachelor's Degree from an accredited NAIA institution and a combination of 12 years related experience. Current NM Architectural registration required. Desired Qualifications: * Extensive and proven knowledge of applicable codes and standards in common use at DOE and DOD facilities (ASME, NQA-1, IBC, IEBC, IEEE, NFPA, etc).
* Expert level knowledge of applicable LANL standards (Engineering Standards Manual (ESM), Conduct of Engineering, Conduct of Maintenance, Conduct of Operations, etc)
* Extensive understanding of US Government contracting or procurement methods/processes, specifically related to subcontract Architecture & Engineering agreements.
* Extensive prior experience working for/with the DOE or DOD in an engineering or project management capacity.
* Prior engineering or project management experience working at nuclear, accelerator, high-explosives, or other high-risk/high-consequence facilities.
* Project Engineering Qualifications Test: All Project Engineers will be required to pass an Oral Qualifications Test within 12 months of their hiring date.
* Administrative Subcontract Technical Representative: Project Engineers will be required to be qualified as an Administrative Subcontract Technical Representative (AdSTR) within 3 months of their hire date.
Location: This position will be located in Los Alamos, NM. COVID Vaccine: The COVID vaccine is mandatory for all Laboratory employees, on-site contractors, and on-site subcontractors unless granted an accommodation under applicable state or federal law. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A. Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations. 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer. Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status. Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
