WSP is currently initiating a search for a Highways & Tolling Finance Consultant for our Austin office. The following locations will also be considered: Los Angeles, Orange County, San Francisco Bay Area, Portland, Seattle, Denver, New York, and Washington DC. Be involved in projects with our System Finance and Economics business line and be a part of a growing organization that meets our client's objectives and solves their challenges.
Your Impact
You will support the Tolling/Highway Finance service area on engagements to advise public and private sector clients on the funding, finance, delivery and operations of major transportation projects, including those involving toll revenues, parking fees or other user fees and concepts, as well as a variety of related infrastructure management and policy issues. This position will entail supporting the team with tasks such as:
* Evaluating alternatives and priorities
* Consideration of equity, resiliency, and sustainability within pricing concepts
* Developing the business case for infrastructure investments
* Analyzing project and program funding and financing options
* Developing funding strategies
* Developing cash flows and financial models
* Developing operating and capital program estimates
* Reviewing and interpreting state and federal legislation and guidance
* Helping clients identify, understand and meet grant requirements
* Developing Benefit Cost Analyses for major infrastructure programs
* Performing quantitative analyses
* Conducting operational reporting
* Evaluating concepts of operations and developing business rules
* Presenting business and financial analyses to clients
* Supporting systems engineering implementations
* Providing strategic support in all phases of infrastructure planning and project development

Who You Are
Required Qualifications
* Mandatory Bachelor's degree with a major in business, economics, finance, urban or transportation planning, operations research, systems engineering, civil engineering, or related field
* A minimum of 3 years of experience in the transportation, finance and or economics fields
* Experience in tolling, road user charging or other pay per use areas is desirable
* Experience in travel demand modeling, traffic simulation and/or forecasting is desirable
* Advanced degree in business, economics, urban or transportation planning, civil engineering, public policy, or related field is desirable
* Demonstrated strong analytical and quantitative skills, including practical experience with spreadsheet financial modeling, big data analytics and visualization
* Management consulting or advisory experience is desired
* Demonstrated ability to synthesize problems, think creatively, work independently, and deliver high quality work with minimal supervision
* Demonstrated experience conducting research and presenting analytical results to stakeholders or clients
* Ability to support and cultivate project leads and client relationships
* Excellent written and verbal communication skills to present analytical results and recommendations
* Ability to work in a team environment, both in person and virtually
* Ability to travel
Employment authorization to work in the United States immediately required
Compensation and Benefits:
WSP provides a comprehensive suite of benefits including medical, dental, vision, disability, life, and retirement savings focused on a providing health and financial stability throughout the employee's career.
Expected Salary: $65,900 - $115,500
WSP USA is providing the compensation range and general description of other compensation and benefits that the company in good faith believes it might pay and/or offer for this position based on the successful applicant's education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, or federal law.
