Responsibilities Individuals filling the FMS Financial Analyst position will support the financial execution, monitoring and reporting of program execution under the International Security Cooperation Program (ISCP) account managed by DSCA. Responsibilities will include, but are not limited to: * Providing programmatic and administrative support for ISCP programs and activities; * Assisting in coordinating and facilitating information management and fostering interdepartmental relationships; * Performing research; analyzing data; * Producing ISCP account financial execution reports; * Monitoring funds transferred to Implementing Agencies; * Budget management; and supporting the production and delivery of the Section 333 Congressional Monitoring Report. * Assisting the planning, slide preparation, and execution of meetings requiring financial updates and keeping Country Finance Directors (CFD) informed about financial execution progress and issues. * Coordinating with ISCP stakeholders and organizations internal to DSCA to include CMP, GCD and OGC. * Identifying and documenting improvements to business processes in support of BPC program implementation to strengthen and enable the Department of Defense to achieve a clean audit opinion on these programs. Qualifications Minimum Qualifications * Education: Bachelor's degree required * A minimum of three (3) years of work experience (sometime within the last five (5) years) related to an understanding of Security Assistance and/or Security Cooperation financial and program management (specifically the Foreign Military Sales process) is a prerequisite of the position. * General Skills required: The position requires personnel with strong computer, analytical skills, and the ability to research and communicate effectively in writing. The positions call for flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management staff and Department of Defense (DoD) counterparts. * Knowledge and prior experience in financial management and project management. Understanding of budgeting and appropriations as it relates to program execution. Personnel must be able to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, Military Departments and in country Security Cooperation Officers. * Computer Skills required: Proficient in MS Office Suite applications Outlook, Word, Excel, and PowerPoint; proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word. Proficient in the Defense Security Assistance Management System (DSAMS) and the Security Cooperation Information Portal (SCIP). Familiarity with Security Cooperation and DoD Financial Systems to include DAI; DIFS; various MILDEP Enterprise Resource Planning systems * Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. For this position, a current SECRET level security clearance is required. Desired Qualifications * Increased experience in related security cooperation areas and programs is a capability above threshold minimum requirements; These include BPC programs - military requirements and capability development, and Section 333 program management. * In addition, increased experience in LOA/ pseudo-LOA financial management, budget development, and/or process improvements, as well as familiarity with Microsoft Power BI or other Business Intelligence (BI) software, are capabilities above threshold minimum requirements.
