Work Schedule, Hours per week: Monday-Friday, 8 a.m.-5 p.m., 40 hours per week

Pay Range: Starting annual pay at $93,421 and determined based on relevant years of work experience.

Pay Grade: 61.61

Position Summary: The Director of Human Resources provides leadership for and implementation of college-wide HR policies and programs. The Director serves in an advisory capacity to employees, supervisors, and college administration in matters of policy interpretation, contract interpretation, disciplinary and grievance procedures, regulatory changes, strategic and technical human resource issues.

Required Qualifications:

* Master's degree in relevant field or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position.
* Ten years of professional level experience in human resource administration required, including supervision of multiple human resource functions.
* Knowledge of and ability to interpret employment laws, applicable practices, and write policy.
* Ability to work effectively with administrators, faculty, and staff of a comprehensive community college.
* Ability to communicate effectively in both verbal and written form.
* Ability to evaluate complex problems, make appropriate decisions, and take corrective action.
* Strong interpersonal and customer service skills and ability to deal effectively with a variety of people in a variety of situations.
* Ability to exhibit fairness and diplomacy.
* Ability to maintain confidentiality of highly sensitive material.

Position Details: Job duties include but are not limited to:

* DIRECTING HR FUNCTIONS - Provide oversight of and administrative leadership for Human Resource operations of the college, including employment services, employee relations, and policy administration. a. Oversees the college's recruitment and employment services; provide leadership for developing comprehensive recruitment plans to assist all centers of the college to attract and hire qualified employees; and monitor hiring activities in a decentralized employment environment. b. Oversee and direct the administration of the college's employee relations programs, grievance and complaint processes, and performance review systems; address and resolve the most complex and sensitive employee relations matters; serve as Title IX Coordinator (HR) and Campus Security Authority (CSA); work closely with the college's legal counsel on complaints filed with the EEOC and Kansas Human Rights Commission; review and approve recommendations for disciplinary action to ensure legal and policy compliance. c. Advise management regarding performance issues and disciplinary matters; review and approve recommendations for disciplinary action to insure legal and policy compliance d. Responsible for administration of the college's personnel policies; provide guidance to employees, supervisors, and administration regarding policy interpretation, application, and procedures; evaluate changes in federal and state laws and regulations and recommend changes to personnel policies to maintain compliance; effectively develop, update, and communicate changes to employment policies, procedures, practices, etc. e. Ensure regulatory compliance on employee matters, including Title IX, Title VI, Title VII, ADA, FMLA, and FLSA.
* STRATEGIC PLANNING - Work with Vice President, Human Resources to provide strategic planning in the areas of employment, employee relations, and personnel policies. a. Evaluate high-risk situations to establish effective college policies, procedures, and processes regarding employment that support the values and strategic initiatives of the college; guide teams in developing solutions to identified problems and to continually refine processes, activities, and programs impacting the college. b. Identify themes and organizational solutions to improve retention and support an engaged culture. c. Plan and direct the establishment and monitoring of qualitative and quantitative performance measures for the HR Department and college-wide employment programs and initiatives to identify opportunities for improvement; research and identify trends, develop action plans, and measure and analyze results.
* ADMINISTRATION - Support college-wide administrative activities. a. Establish and administer procedures for maintenance, security and confidentiality of paper and electronic personnel records; administer a records retention program in compliance with state and federal laws governing employee records. b. Direct the preparation of various management reports; present information related to employment services, employee relations, and policy administration to Board of Trustees' Employee Engagement and Development Committee membership. c. Serve on various committees and task forces responsible for studying issues and directing functions of the college's operations. d. Oversee compliance with the Faculty Association Master Agreement. e. Support the negotiation team during contract negotiations between the College and the Faculty Association by researching and collecting information, as needed.
* SERVE AS A CAMPUS SECURITY AUTHORITY (CSA) BY - reporting crimes to the designated JCCC Clery Act Officer in accordance with applicable laws, policies and procedures. Performance is acceptable when: a. Completing training at least annually on campus safety and crime reporting issues; b. Assisting in the issuance of timely emergency warnings; c. Serving as a resource to students, employees and others regarding crime prevention, reporting and victim assistance; and d. Collaborating with the Clery Act Officer, Title IX Team, Clery Act Team and Emergency Preparedness Manager on various campus compliance issues.
* Duties and responsibilities, as required by business necessity, may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Scheduling, shift assignments and work location may be changed at any time, as required by business necessity.
