Atkins is currently seeking a highly motivated self-starter to join our Columbia, SC Energy Team as a Financial Compliance Analyst 2.

Job Description:

Assists the manager of the Government Financial Compliance department in ensuring timely and accurate government cost submissions, responding to internal and external customer inquiries and ensuring the company’s compliance with government rules and regulations.

Assists in preparing government financial submissions, including but not limited to annual incurred cost submissions and forward pricing/provisional billing rate proposals.

Coordinates and supports government audits by fulfilling requests for audit documentation from Defense Contract Audit Agency (DCAA) and other government auditors.

Provides clear and comprehensive written and verbal responses to DCAA and other government auditors and identifies areas of potential questioned costs.

Promptly reports audit issues or findings to the department manager.

Supports preparation and audits of government price proposals by providing compliance advice to Proposal/Business Development groups to ensure government price proposals are prepared in accordance with government regulations and company policies.

Ensures appropriate forward pricing direct and indirect rates are used to price proposals, supporting DCAA and Department of Energy (DOE) audits of price proposals.

Reviews proposal drafts for financial accuracy and compliance if the proposal meets the threshold for providing certified cost or pricing data.

Promptly reports any potential audit or compliance issues to the department manager.

Provides advice and participates in training and other government financial compliance activities including training employees on Federal Acquisition Regulation (FAR) cost principles, timekeeping, and company policies.

Responds to internal customer inquiries and providing advice on compliance matters when requested.

Supports corporate and division management initiatives.

Monitors internal controls to ensure that the company’s systems and processes are compliant with government regulations.

Supports and receives direction from Government Financial Compliance Analyst 3.

May serve as a lead on major projects.

Works at a higher level of independence.

Performs more complex transactions than a Government Financial Compliance Analyst 1.

Performs other duties as assigned.

May require approximately 10% travel.

Job Requirements:

Ability to understand complex indirect rate structures.

Strong interpersonal skills including written and verbal communication skills.

Ability to work under pressure and meet strict deadlines.

Intermediate proficiency using Microsoft Office products, including Excel, Word, PowerPoint and Outlook. Exceptional Microsoft Excel skills, with knowledge of most formulas, pivot tables, and ability to manipulate multiple formulas to obtain end results.

Detailed knowledge of FAR, government CAS and GAAP.

Strong analytical skills.

Basic proficiency using Microsoft Access preferred.


Bachelor's degree required in accounting or a related field or 6 years of equivalent experience.

A minimum of 4 years of accounting, audit or federal government procurement experience.

6 years of experience in accounting, audit or federal government procurement.

A minimum of 2 years of DCAA experience.


Certified Public Accountant or Certified Internal Auditor preferred.
