Salary

* Support Salary Scale Grade S20: $43.83 per hour; starting

Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.

Role

The Special Education Business Manager has the primary responsibility for management of the day-to-day budget and resources of all cost centers in the Special Education operating budget and grants. The Special Education Business Manager provides administrative assistance to the Director(s) of Special Education and serves as a resource and trainer for other secretarial staff within the office. This individual demonstrates a high level of skill and experience, works well with others, and exercises independent judgment.

Essential Functions

Reporting directly to the Directors of Special Education, the Special Education Business Manager performs the following duties:

* Works closely with the Budget Officer and Grants Specialist to ensure budgetary compliance with all federal and state grants and systemic regulations. Monitors current year expenses and revenues for all funds (restricted and unrestricted).
* Provides explanations to the Executive Director, department Directors, and other staff of the established budget policies, procedures, and reports.
* Facilitates all required budget actions to ensure all levels of management are able to attain programmatic goals through appropriate procedures.
* Manages and reviews budget transfers, accounts payable requests, mileage reimbursements, and recommends appropriate actions.
* Ensures the integrity of the Special Education Budget including operating budget, grants, and support fund school-based budgets.
* Responds to inquiries from stakeholders regarding Division budget entries, submissions and adjustments.
* Analyzes and interprets, and evaluates financial and administrative data to develop generic reports for fiscal decision making.
* Prepares and analyzes routine and periodic budget reports.
* Prepares Special Education budget in collaboration with the Special Education Directors.
* Assists with preparation of budgets for support fund school-based budgets in collaboration with principals.
* Monitors individual budget requests for all FCPS schools.
* Researches and recommends corrective actions in the event that budget variances occur.
* Monitors support fund school-based expenditures.
* Ensures that all budgeted expenditures are compliant with federal and state grant and system regulations.
* Reviews and manages, timesheets and other budget forms for school staff.
* Assists special education with all purchasing, procurement and payroll activities.
* Coordinates Medicare reimbursement grant application process to schools and disbursement of funds.
* Routinely handles highly confidential system information.
* Assists school secretaries with development and management of school budgets as needed; assists with training.
* Uses experience and judgment to resolve problems and prioritize work on behalf of the department.
* Maintains proficiency in the use of technology to meet administrative needs and trains others as needed.
* Utilized high level Excel skills to customize, analyze an audit budget documentation.
* Prepares documents to support Special Education Board Presentations
* Monitors expenditures in Frontline for accuracy and accountability
* Provides direction to school based financial secretaries regarding budget review, preparation and monitoring
* Audits unit budgets (existing/proposed) for accuracy.
* Prepares documents as requested for internal/external audit review
* Manages the office in the absence of a confidential secretary.
* Orders and receives supplies and checks invoices.
* Prepares, types, and proofreads materials, reports, and presentations for executive meetings and the public on behalf of the school system.
* Works with appropriate systemic personnel to secure contracted services, programs and supports for the department and schools.
* Keeps abreast of changes and developments in the profession by attending training sessions and conferences as requested or required.

Other Functions

* Assists the Executive Director in the identification of long-term budgetary goals and staffing requirements.
* Performs other related duties as required.

Performs other duties as assigned by the Executive Director, System Accountability and School Administration.

Required Qualifications

Education/Training/Experience

* Possession of a Bachelor's degree from an accredited four-year college or university, with a minimum of fifteen (15) credits in accounting, finance, business administration, public administration, economics and/or statistics.
* Five (5) years of professional experience in a position primarily assigned to budget formulation, budget review and/or budget management.

Certification/License

None.

Knowledge/Skills/Abilities

* Knowledge and use of culturally responsive practices.
* Extensive experience in budget development and fiscal accountability
* Strong background in financial electronic data application and analysis, electronic data report development with advanced skills in Microsoft office suite (Excel).
* Familiarity with governmental/public sector budgeting.
* Demonstrated excellence in organizational and presentational skills.
* Demonstrated excellence in oral and written communication skills.
* Capable of performing the essential functions of the position with or without reasonable accommodations.
* Regular and predictable attendance.

Physical Requirements

* Sufficient hearing to hear and comprehend conversations in person and on the telephone, as well as distinguish sounds up to twenty (20) feet.
* Occasionally climb or balance.
* Occasionally stoop, kneel, crouch, or crawl.
* Occasionally lift fifteen (15) pounds.

Work Environment

Moderate noise (examples: office environment with computers, printers, and telephones; regular conversations within offices, cubicles, hallways, and conference rooms; meetings one-on-one, in small groups, and large settings, etc.).

Preferred Qualifications

Education/Training/Experience

* Experience with working in a public school and/or educational environment.
* Experience with restricted grants/funds budget management.
* Experience with PeopleSoft Human Resources/Financials Application, and My Budget File Software.

Certification/License

Certified Public Accountant (CPA).

Knowledge/Skills/Abilities

* Bilingual (Spanish).
* Familiarity with the FCPS policies, goals and programs.
