Job Description

This role provides advice and counsel on behalf of the Government & Industry Affairs group. 

  • Government Affairs and Public Policy

    • Internal Focus – Legislative/Regulatory  Involvement

      • Prepare position papers and

    • Identify appropriate legislative/regulatory opportunities and identify Allstate legislative and regulatory priorities

      • Consult with business units regarding political and regulatory implications of existing or new programs

      • Keep senior leadership and law department leaders apprised of evolving political developments and impact on advocacy

      • Advise/accompany senior management and business units on legislative/regulatory visits

      • Draft, circulate, and socialize draft bill amongst interested parties (both internal and external) for internal consensus and to determine impact

      • Determine communication strategy and distribute reports, etc. to business units, legal, and compliance

      • Deliver internal and external presentations related to Legislative and Regulatory Developments / Changes Monitoring and Education

      • Develop and identify supportive coalition partners related to issue advocacy and lobbying

      • Participate in Staff Board/committees/ working groups that have implications for Allstate and chair as appropriate

      • Prepare timely new law reporting

    • External Focus – Capitol Hill and Federal Agencies

      • Counsel on Dodd Frank and financial service matters

      • Communicate and lobby with members of Congress and other related federal agencies

      • Review and analyze legislation, federal rules, regulations and other materials and communicate with business clients

    • External Focus - Trade Association Involvement/ Political Contributions

      • Counsel/prepare business clients that are involved in trade association activities

      • Work with trade association staff to identify issues of interest to Allstate and determine degree of involvement and visibility of issue

      • Attend and participate in hearings, committee meetings and calls

      • Review and edit materials, provide comments and recommendations, and provide amendments to trade association staff

      • Draft corporate involvement in political arena report

      • Prepare ALLPAC and / or corporate contribution budgets

  • Regulatory and Regulatory Compliance

    • Administrative and Regulatory Agency Inquiries and Investigations

      • Manage, negotiate, and advocate external response with appropriate 

      • Communicate with and counsel clients on status, results, and potential process change/corrective action

Job Qualifications

Other job responsibilities include:

  • Advice and Counseling

    • Perform due diligence;  gather all relevant facts and documents; play a lead role in work with Law Clerks, Paralegals and/or other Attorneys in due diligence

    • Conduct complex research and determine applicable and pertinent laws, statutes, regulations, rules, and other legal authority; identify legal issues and make strategic recommendations

    • Monitor and review new laws, regulations, and case law; identify and summarize relevant issues; Collaborate with other areas of L&R department; Proactively provide advice and counsel to business unit on the impact of new laws on business

    • Provide advice and/or legal approval related to company documents, policy, practices, and procedures

    • Counsel clients on strategic initiatives and serve on project teams as needed to provide legal advice

  • Drafting and Negotiation

    • Draft, review, and / or negotiate moderately complex matters and agreements

    • Draft and / or review non-routine correspondence and communications

  • Business Knowledge and Acumen

    • Gather facts from client to understand strategic goals and objectives client intends to achieve from intended action

    • Work with business colleagues to develop and implement change

    • Determine if/how business processes / practices need to be modified and play a lead role with client to implement change

    • Determine extent of other AOR involvement; Understand integration points and play a lead role with other areas of responsibility that may be impacted to manage change

    • Play a key role in strategy determination, action planning, and communication with client, business units, and other areas of L&R as appropriate.

    • Project Management

  • Core Competencies

    • Intermediate skills/abilities/experiences in the following areas:  legal knowledge, business knowledge, issue management, writing skills, analytical skills, influencing others, coaching and development, self development, and productivity

  • Other Requisites

    • Possesses either a juris doctorate and an license to practice law in Illinois or Washington DC (and/or other states as required) or masters in public policy or masters in business administration preferred

    • Experience on Capitol Hill or in federal government

    • 4+ years related experience on Capitol Hill preferred

    • Computer skills, including MS Office suite, used in or related to the tasks performed

    • Exercises discretion and maintains confidentiality of sensitive information

    • Demonstrates ethics and integrity

    • Insurance-industry experience preferred
