Robert Half Government - the staffing division of Protiviti Government Services is currently hiring on an Accounting Officer for one our government clients. The Accounting Officer needs to have 5 years of experience as an Accounting Officer. The Accounting Officer should have planning, developing, modifying and implementing administrative and technical functions involved in the classification and recording of financial data. Following the standard procedures about how to record financial transactions with accuracy and completeness is required. DUTIES AND RESPONSIBILITIES 1. Classifies and records the receipt of fines, fees, forfeitures, appropriated funds, grant funds, accounts receivables, and miscellaneous reimbursements in the Accounting Branch?s accounting records and financial statements. 2. Advises employees in accounting techniques and controls, and ensures that all employees are kept informed of new accounting and reporting standards, regulations, and procedures regarding financial matters. Implements directives to ensure compliance with fiscal policy. Maintains files on matters pertaining to financial activities. 3. Develops accounting and financial management procedures to ensure compliance with Federal, state, and local governments accounting standards. Interprets and analyzes accounting and reporting standards established by OMB, GAO, Treasury Dept., and the Government Accounting Standards Board (GASB) to assess the impact on the accounting records and financial statements. 4. Implements accounting and reporting procedures for recording financial transactions for accuracy and completeness, and ensures the procedures are in compliance with the Federal, state and local governments accounting standards. Monitors accounting events (i.e., IV-D reimbursements, transfer of fines/fees to IBC, etc.) to ensure their timely occurrence. Provides management with information regarding accounting policies. Ensures that accounting data and reports used for financial statements are complete and accurate. 5. Reviews and maintains accounting data (i.e., fines, fees, and payments of claims) related to the Crime Victims Compensation Fund . Reconciles the total amount of fines and fees collected by the Courts to the Interior Business Center ?s accounting system (U.S. Treasury deposit account) on a monthly basis. Calculates on an annual basis and the DC Government?s allocated share of the Fund to ensure compliance with Federal laws. 6. Prepares monthly correspondence to IBC providing a breakdown of (1) fines and fees for transfer to the Deposit Account and (2) grants and miscellaneous reimbursements to reimburse the appropriated account. Assigns accounting codes to fines, fees and reimbursements collected by the Courts for proper classification to the GSA accounting system. 7. Assists external auditors in the compilation and preparation of the audited financial statements and single audit reports. Prepares worksheets, write ups and schedules analyzing and summarizing financial data in support of assets, liabilities, revenues, and expenditures reported on the annual financial statements and information included in the Comprehensive Annual Financial Report. Prepares and reviews written responses to findings/recommendations cited in the audited financial statements, single audit and GAO reports. Monitors the status of corrective action plans for the current year and prior years audit findings. Has a very good understanding of the United States Standard General Ledger (USSGL) to compile financial statements in compliance with OMB Circular A-136.

Job Requirements

REQUIREMENTS OF THE POSITION 1. Knowledge of the Federal, State and local governments accounting standards, policies, principles and techniques. 2. Comprehensive knowledge of fund accounting methods, procedures, and techniques used in maintaining and analyzing all classes of accounts in the accounting system; and ability to prepare financial statements, Comprehensive Annual Financial Reports and other financial reports. 3. Knowledge of an accounting system sufficient to follow individual funds and specific monies from receipt (appropriation) through expenditure stages in order to trace discrepancies in the system. 4. Knowledge and understanding of laws, regulations, guides and precedents sufficient to interpret and apply them to a variety of accounting situations. 5. Ability to interpret laws and regulations governing specific functions of the Branch. 6. Knowledge of basic office procedures and equipment, including use of Microsoft Excel spreadsheets.
