Duties

As Human Trafficking Coordinator, the successful candidate is responsible for:

* Coordinating, promoting, and supporting the Department of Justice's efforts to combat human trafficking across all relevant components, including but not limited to the Civil Rights Division, the Criminal Division, U.S. Attorney Offices and the Executive Office for U.S. Attorneys, the Office of Justice Programs, and the Federal Bureau of Investigation.
* Leading the implementation of the Department of Justice National Strategy to Combat Human Trafficking.
* Leading the DOJ implementation of the inter-agency National Action Plan to Combat Human Trafficking.
* Leading the development of legal guidance and expert knowledge relating to the federal prosecution of human trafficking and coordinating the dissemination of these efforts to Department of Justice personnel and state, local, and tribal partners.
* Coordinating Department of Justice grant-making activities with other anti-trafficking activities to ensure consistency of efforts.
* Representing the Department of Justice before Congress, preparing reports to Congress on Department of Justice anti-trafficking efforts, and monitoring compliance with statutory Department of Justice obligations with regard to combatting human trafficking.
* Representing the Department of Justice in inter-agency forums to coordinate whole-of-government anti-trafficking efforts.
* Representing the Department of Justice in engagement with non-governmental organizations, survivors, survivor advocates, and other stakeholders in the anti-trafficking community.
* Monitoring litigation developments in the areas of criminal and human trafficking law and promoting enforcement of those laws.
* Monitoring litigation developments in the areas of criminal and other civil rights law and promotes enforcement of those laws.
* Keeps Section management informed of significant issues and developments sufficiently in advance to allow for an appropriate and well-considered response.
* Serves as consultant to the Chief and the Principal Deputy Chief, and represents the Department, Division and Section in meetings with other federal agencies, and at national conferences when policy related to investigations, negotiations, and litigation is determined.
* Throughout the above, as necessary or dictated by judgment, collaborates with the Chief and Principal Deputy Chief in the planning of strategy or tactics to be employed in the investigation and voluntary resolution of human trafficking matters. Recommends approaches, courses of action, possible negotiating points, etc.
* Performs other duties as assigned by the Section Chief.

* You must be a U.S. Citizen to qualify for this position.
* You must provide the Mandatory Technical Qualifications (MTQs).
* You must have a Juris Doctorate degree from a law school accredited by the American Bar Association and be an active member in good standing of the bar of a state or territory of the US, the District of Columbia or the Commonwealth of Puerto Rico.
* Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.
* Applicants seeking initial career appointment as a Senior Leader are subject to a one-year probationary period.
* A public Financial Disclosure report will be required annually.

Qualifications

A. SPECIALIZED EXPERIENCE: Candidates must have one (1) year of specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this SL position.

B. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): A supplemental statement (in addition to a resume) must be submitted separately addressing each MTQ. The narrative for each MTQ must be limited to no more than one page per MTQ, or you will be removed from consideration for this position. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as most Recruitment Panel and Executive Resources Board members may consider experience older than 10 years to be outdated. Applicants must reflect superior technical qualifications demonstrated through specific experience in the following:

MTQ 1 - Demonstrated significant experience and expertise in personally handling and/or coordinating human trafficking criminal investigations and prosecutions; analyzing, developing, and disseminating legal guidance and expert knowledge related to human trafficking; advising and guiding attorneys and law enforcement partners (federal, state, local, and tribal) in handling human trafficking prosecutions; and working cooperatively with internal and external stakeholders, survivors,

survivor advocates, and other organizations in the anti-human trafficking community.

MTQ 2 - Ability to establish and implement an organizational vision; develop a plan for implementing strategic change; develop and advance policy, regulatory, and statutory initiatives; and build coalitions and identify opportunities for collaboration with partners within and outside the organization in order to effectively enforce the applicable statutory provisions.

MTQ 3 - Demonstrated experience communicating effectively on complex legal and technical issues through oral and written communication, including the ability to advocate successfully with diverse stakeholders, external partners and individuals or groups having differing and often conflicting interests, on matters related to the successful execution of a large-scale organization's mission, programs and projects.

NOTE: Failure to meet any one of the mandatory technical qualification standards will automatically eliminate a candidate from further consideration.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.)
