Jacobs Nuclear Projects and Consulting provides a wide range of services to government and industry in engineering, environmental, operations and maintenance, scientific, and technical services.  Our clients include USAF, USACE, USN, DOE, USCG, NASA and others. We are currently executing many contracts, performing work that is essential to our clients' missions across a broad range of functional areas.

As the Construction Quality Assurance Manager you will manage and direct quality assurance personnel and quality assurance processes in compliance with company policies, contractual requirements, and applicable codes and standards, and ensure compliance with customer/client standards and government regulatory requirements in a large-scale construction environment.  This position will report to the Project Quality Assurance Manager and is responsible for the planning, managing, and technical performance of the Construction Quality Assurance program, as well as maintaining oversight over the subcontractor’s Quality Assurance/Quality Control programs. Work location is near the Naval Reactors Facility at Idaho National Lab which is about 50 miles west of Idaho Falls, ID

Position Description

  • Plan and coordinate quality assurance resources, including personnel requirements and documentation control, to support project activities
  • Daily oversight interaction with a 3rd party testing/inspection agency and subcontractor Quality Assurance/Quality Control processes
  • Provide day-to-day direction to site quality staff to support all project requirements from planning to project closeout and delivery of documentation packages
  • Develop site quality team via training, coaching, and mentoring to support project operations
  • Perform site Quality Assurance program development and administrative functions to support project needs
  • Provide independent oversight of site quality developments affecting project operations
  • Support and execute formal management assessment and surveillance programs at the site to assure a high level of compliance with the Quality Assurance program and associated regulatory requirements
  • Report to and update the Project Quality Assurance Manager on issues of policies and practices regarding quality responsibilities
  • Ensure compliance with applicable regulatory, code, and industry standard requirements and ensures that corporate regulatory disclosures are completed for quality functions

  • Demonstrated understanding and implementation of applicable codes and standards including 10 CFR 830 Subpart A, DOE Order 414.1D, and ASME/NQA-1, Quality Assurance Requirements for Nuclear Facility Applications (2008/2009 addenda). 
  • Working knowledge of AISC-N690, Specification for Safety-Related Steel Structures for Nuclear Facilities
  • Advanced technical knowledge of the application of engineering, procurement, and construction practices to comprehend specified Quality Assurance requirements, including Commercial Grade Dedication and application of the graded approach in an NQA-1 environment.
  • Advanced experience participating in and supporting quality assessments, surveillances, audits and/or cause analysis. NQA-1 Lead Auditor Qualification is a plus.
  • Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, specifications, and schematics.
  • Proven ability to plan, prioritize, and schedule work to ensure completion in accordance with requirements, deadlines, and budget.
  • A minimum of a bachelor’s degree or 20 years of equivalent experience.
  • A minimum of 15 years related experience; including 5 years in the nuclear industry, 5 years of supervisory/management experience, and at least 5 years in Quality.
  • Possess effective communication skills.  Listens carefully and speaks professionally and clearly in all situations.  Edits work for accuracy and clarity.  Able to create, read, and interpret complex written information.
  • Capable of developing strong interpersonal networks and trust within the organization, setting expectations and requirements and achieving accountability of supervised personnel.  Leads consensus by involving all stakeholders, facilitating their understanding of differences, agreeing on requirements and constraints, and developing the best solution.
  • Capable of identifying and resolving problems in a timely manner, gathering and reviewing information appropriately.  Uses own judgment and acts independently, seeks input from other team members as appropriate for complex and sensitive situations.
  • Adaptable to changes in the work environment, manages competing demands and able to deal with frequent interruptions, changes, delays, or unexpected events.
  • Strong technical writing skills.  Good communication, computer, presentation, and interpersonal skills.  Exceptional organizational skills and ability to manage complex quality oversight of projects with multiple work phases, locations, and distributed resources.

Essential Functions:

Work Environment

  • Office environment. (75%) 
  • May be exposed to areas of high noise levels, hazardous propellants, explosives, chemicals and industrial facilities.

Physical Requirements: 

  • Appropriate PPE and training will be provided for all conditions.
  • Must be able to walk, stand, bend, twist and sit for extended periods

Equipment and Machines:

Standard office equipment - PC, telephone, fax, copier, related equipment (90%)


  • Regular attendance mandatory (100%)
  • Overtime/work outside normal schedule may be required (20%)
  • Travel may be required (<10%)

Other Essential Experience:

Sole U.S. Citizenship required. Valid driver's license is required. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must be able to obtain and maintain a security clearance as required. Must take and pass a pre-employment drug and background check.
