**Job Summary**
As Project Manager, manages all aspects of small to medium Engineering Procurement Construction (EPC)/Service projects, including risk, cost, schedule, and quality. Responsible for the day-to-day successful execution of the contracted scope that could include the full project lifecycle or a portion of it in the areas of performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction. Provides for the successful staffing of the project. Manages and leads medium and large teams of multi-discipline professionals and subcontractors. Coordinates and integrates the activities associated with the planning, assessment, engineering, procurement, construction, training, sustainment, etc. elements of the project team, including the activities of all third-party companies contributing to the initiative.
As Capture Manager, leads major proposal efforts for the BV Federal Sector which includes but is not limited to, develops strategy and teaming, writes, reviews, and edits proposals, determines resources required to complete major pursuits, and assists in development of support staff.
This position is primarily focused on supporting BV's security business (both physical and cyber) and with our core clients such as the Defense Threat Reduction Agency. Initial responsibilities will be the capture and execution of task orders with scope of assessments and exercises.

**Key Responsibilities**
**Project Manager:**
+ Manages multiple small to medium sized Services projects, and/or a small EPC project.
+ Manages multiple clients and/or projects.
+ Obtains new/repeat business on medium size projects; supports contract negotiations with client peers.
+ Manages risk which may include fixed price engineering, new technology or new clients.
**Capture Manager:**
+ Assists in identifying opportunities, assessing the competitive environment and implements winning strategies oriented toward capturing a specific business opportunity.
+ Prepares written, action-oriented capture plan.
+ Partner with sales directors and client account managers in strategic planning and implementation for large federal projects and programs. Lead capture planning and storyboarding sessions.
+ Oversees all major proposal efforts within the Sector; develops the strategy focused on client needs; writes, reviews, and edits proposals, and ensures content and layout are consistent; compiles proposals for submission.
+ Directs complete and cohesive service from proposal writers and administrators relative to proposal preparation including Request for Proposal (RFP) analysis, graphics and statistical requirements, technical narrative preparation, research needs and analysis, and administrative support functions.
+ Provides support for proposals to the federal government prepared by other Black & Veatch Sectors to assist in capturing business.
+ Establishes the desired proposal themes, key issues, and messages.
+ Serve as shortlist interview coach on major pursuits
+ Provides guidance and coaches team members presenting major proposals to ensure quality of proposal.
+ Acts in capacity of a "lead person" during the Capture process
+ Ensures color team reviews accomplish stated objectives

**Required Experience With:**
+ Required experience with assessments (Cyber, Blue Team, Red Team) for Department of Defense
+ Project Management and Capture Management (Task Order Proposal) experience required
+ DOD or Intelligence Community experience required.
**Experience:**
+ 10-years' experience.
**Preferred Security Clearance:**
+ Top Secret /SSBI/SCI
**Preferred Experience:**
+ DTRA experience preferred
+ Prefer experience with exercises and modelling & simulation
+ Prefer experience with penetration testing
**Preferred Certifications:**
+ Communications Information System Security Professional (CISSP),
+ Certified Cybersecurity Professional (CCP)

**Minimum Qualifications**
Bachelor's degree or equivalent experience.
