Subcontract Administrator / Paralegal

Jacobs Nuclear Projects and Consulting is a Tier 1 service provider to the U.S. Department of Energy and Atomic Energy of Canada Limited, we deliver safe and innovative solutions at complex nuclear cleanup and production sites. Our services include program management, decommissioning, environmental remediation, waste and nuclear material management, nuclear operations, consulting, and engineering and construction. We are currently executing many contracts, performing work that is essential to our clients' missions across a broad range of functional areas. We are looking for a Team Oriented Subcontract Administrator who has a working knowledge of Federal Construction Contracting and procurement requirements. This is a great opportunity for a candidate to be part of a team of Contracts and Procurement Professionals who are driven to provide exceptional service to our Government client.

Responsibilities will include:

  • Performing subcontracting or paralegal functions in support of; Construction, Mechanical Equipment, Excavation, General Services, etc. in the Federal Contracting environment.
  • Perform assignments of varying scope and of moderate complexity following established policies and procedures.
  • Ability to work in a Team Environment with shifting priorities that may include extended hours, (As Needed & Approved), to support project schedules.
  • With the guidance of senior staff, responsible for cradle to grave procurement administration of federal and/or commercial construction related procurement actions; review requisitions, prepare RFPs, conduct bid abstracts, conduct negotiations, prepare purchase orders and subcontracts and administer complex services-type subcontracts.
  • Ability to be “Proactive” and “Forward Looking” when developing and administering subcontracts.
  • With oversight of senior staff, support proposal preparation activities to clients.
  • Within driving distance of the INL site that is ~ 55 miles West of Idaho Falls, Idaho.

  • Bachelor's Degree in Business or related discipline with 2 or more years of relevant experience - OR- 6 years’ relevant experience and High School Diploma/GED in lieu of Bachelor's is acceptable.
  • Familiarity with federal and commercial procurement guidelines and regulations.
  • Contracts experience
  • Sole USA citizenship (no dual-citizenship)
  • Strong Computer skills: Excel, WORD, Microsoft Outlook email
  • Above average writing skills need to be logical and succinct.

Preferred qualifications

  • Paralegal experience
  • Federal Acquisition Regulation (FAR) experience
  • Industrial Construction experience is desired
  • Experience administering large complex Federal Construction type contracts.

Essential Functions: Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
