The Project Manager will support the project development, implementation, and coordination of early childhood education provider facility and capacity building projects, primarily, The City of Philadelphia: Child Care Facility Fund (CCFF).  The Project Manager oversees all project coordination for the grant making, planning, subcontractor management, external communication, reporting and administrative activities for CCFF. The Project Manager will be responsible for directly supervising the ECE Project Coordinator and directing the work of the CCFF Construction Inspector and handling all contractor relations.  The Project Manager will report to the ECE Special Projects Director.


  • Supervise the ECE Project Coordinator. Create annual performance plans, conduct performance reviews, hold ongoing supervision meetings and feedback, and monitor timekeeping.
  • Coordinate provider recruitment activities - schedule and plan informational events and provider meetings.
  • Provide technical assistance to providers before, during and after the application process.
  • Enforce and communicate eligibility guidelines - verify applicant eligibility based on criteria determined by the Fund.
  • Site visit coordination – schedule, coordinate and conduct initial and interim visits alongside Construction Inspector to assess project, reiterate process and requirements, and resolve any conflicts.
  • Use judgment and knowledge of ECE programmatic and facility best practices to provide recommendations - liaise with the Construction Inspector, ECE Quality Assessment team, providers and Director on the appropriateness and comprehensiveness of facility projects.
  • Coordinate and monitor the work of, and invoicing for construction inspector and other project consultants.
  • Adhere activities to programmatic contractual obligations - verify that project aligns with all funding requirements and does not conflict with or duplicate current or previously funded work.
  • Serve as primary point of contact for external construction contractors.
  • Maintain accurate files for all projects and ensure accurate, up-to-date entries on the internal applicant and award tracking sheet.
  • Develop tools and implement processes for project consultants, project contractors, etc. to aid in efficiency and consistency across projects to improve efficiency and impact.
  • Develop resources and templates to assist grantees and consultants with meeting project goals and requirements.
  • Regularly monitor projects, resolve emergent issues, and report status of projects through completion.
  • Ensure that any changes in the awarded project are well documented and aligned with the Fund’s mission and purpose.
  • Monitor provider grant award allocations and ensure Funds are meeting budgetary obligations. Communicate any budgetary concerns to the Director.
  • Draft funder reports, project correspondence, and resource documents.
  • Increase community engagement by representing the department at external and internal events.
  • Other duties as assigned;


  • Strong child care facilities expertise
  • Excellent written and oral communication skills
  • Excellent Microsoft Office Suite skills, particularly Excel
  • Great time management and organizational skills
  • Ability to work effectively with diverse stakeholders, peers and clients
  • Ability to meet deadlines, multitask on a high volume of small, concurrent projects and exercise sound judgment when prioritizing tasks
  • Ability to communicate accurate information in a courteous and professional manner
  • Ability to work independently and also to effectively function as a member of a team
  • Ability to motivate staff while holding them accountable for deliverables
  • Strong attention to detail;


  • Five or more years of project management experience, preferably in a nonprofit or facilities-focused setting
  • Knowledge of child care programs, services, facilities, and regulations, preferred

Education Requirement:

  • Bachelor’s degree in public health, early childhood education, business administration or a related field


  • This job includes the normal physical demands associated with office work including bending, lifting, and carrying.
  • This position may include the need to attend weekend or evening meetings or trainings
  • This position involves up to 20% local travel
