Join General Dynamics Information Technology (GDIT) and be a part of the team of men and women that solve some of the world’s most complex technical challenges. The Personnel Modernization (PersMod) program is seeking an experienced Knowledge Manager to support the further development of an Authoritative Data Environment. The PersMod PMO is located in New Orleans, LA.

This position will reside in the DC area on Eisenhower Avenue in Alexandria, VA. The position may also be supported remotely a few days per week however weekly face to face meetings at the Alexandria office will be required.

The PersMod program delivers sailor self-service and automation of high volume, routine transactions. This enables legacy system consolidation and development of inter-operable capabilities, which can be leveraged across the portfolio of Navy personnel systems.

The KM Expert develops Knowledge Management (KM) solutions that address business requirements and that align with company/customer knowledge management and IT standards.

The work consists of managing solution development, designing and conducting customer surveys, studies and process improvement recommendations of effectiveness, efficiency and productivity. You act as the Subject Matter Expert providing a thorough understanding of Knowledge Management concepts, processes, tools and methodologies and how they best meet customer requirements. Experience in leveraging Knowledge Management technologies, in disseminating knowledge products and services to an audience of military, civilians and contractors.

Duties include:

  • Uses initiative, judgment and originality in researching and interpreting existing processes, policies and directives in order to recommend solutions.
  • Strengthen connections between internal team members and clients to aid information exchange within the systems.
  • Analyzes and evaluates existing or proposed systems and designs KM systems.
  • Writes or updates software specifications and KM governance.
  • Performs quality assurance review of specifications for internal and external delivery.
  • Monitors system effectiveness in satisfying user needs. The Business Analyst will be required to meet with stakeholder to gather requirements as well as understand and apply the technologies that meet those requirements.
  • Manage current knowledge management practices and design new knowledge distribution policies while promoting the use of new knowledge management practices to ensure knowledge flows efficiently between the internal teams and external clients.
  • Analyze the effectiveness of the knowledge management programs by observing and documenting usage and evaluating its impact in terms of client benefits.
  • Interact with the internal team members and clients to answer queries about the knowledge management products and practices
  • Design and develop training modules as needed to help the internal team and client to understand and access the knowledge management tools.
  • Strengthen connections between internal team members and clients to aid information exchange within the systems.

Basic Qualifications:

  • Bachelor’s degree; additional years of experience may be considered in lieu of degree
  • 5+ years of experience with requirements elicitation gathering and analysis
  • Proficient managing enterprise solutions involving the latest version of SharePoint and Microsoft Dynamics CRM.
  • Preferred Certification:  ITIL Foundations Certification
  • Secret Clearance

Desired Skills:

  • Experience in working with the Agile Scrum Framework, and Waterfall methodologies.
  • Ability to work on a fast paced continuous delivery team to meet the changing needs of the clients and internal teams.
  • Working Knowledge and experience with the Navy’s MPT&E HR personnel systems.
