Web Developer - Expert

If you can:
- Assist the Sponsor to develop and implement talent management standards, strategies, programs, policies, and IT solutions that provide the foundation for its performance, personnel, and assignment management, processes, and systems. The Sponsor requires support to design, develop, maintain (including server administration, mandated migration activities, certification and accreditation, and operations and maintenance (O&M), and enhance a highly available suite of enterprise tools and custom web applications for its talent management efforts. As well as design, development, and maintenance of new applications, tools, and systems as needed.
- Develop, maintain, integrate, update, and enhance Commercial-Off-the-Shelf (COTS) and customized applications for Sponsor's survey and talent management tools for systems described below
- Integrate with other human capital related enterprise systems such as performance appraisal and training
- Complete security updates and alignment to must-use Sponsor services.
- Provide accessibility and functional testing.
- Perform maintenance of development, test, and production environments for developed applications as required.
- Conduct unit and system testing in accordance with the Systems Requirements Document or User Stories and project management plan to ensure compliance with project requirements
- Support User Acceptance Testing of developed applications and O&M of both software and hardware.
- Work with the Sponsor to recommend and implement improvements to existing tools, including transition of legacy tools to newer and more capable platforms.
- Ensure that all development and modifications to existing Sponsor applications comply with Sponsor's security and architectural policies and regulations.
- Communicate and collaborate across organizational boundaries, to include other contractor teams.
- Work with Sponsor staff and contractor personnel, as well as internal and external stakeholders.
- Demonstrated experience in all phases of the Operation and Maintenance (O&M) Software Lifecycle model, tracking issues and managing trouble tickets, testing software, writing test cases, and performance testing.
- Demonstrated experience with JavaScript/jQuery/AJAX, HTML/CSS, Angular, or similar frameworks used to develop and implement User Interface and application components within the platform.
- Demonstrated experience developing and maintaining applications to meet required Accessibility standards (Section 508 and more robust WCAG and organizational standards).
- Demonstrated experience with HR-related and customer-specific datasets including limitations of those datasets and system/data flow dynamics.
- Demonstrated experience with Unit Testing, System/Integration Testing, and User Acceptance testing concepts and activities in the customer environment.
- Demonstrated experience using customer-approved DevSecOps tools and concepts to support the Security-focused design of highly usable and dynamic applications.
- Demonstrated experience with .NET MVC web application design and development.
- Demonstrated experience with custom Ruby-on-Rails web application design and development.
- Demonstrated experience with HR systems and tools
- Demonstrated experience with large datasets
- Demonstrated experience with survey administration and response analysis
- Demonstrated experience with Tableau, Power BI, or other data analytics tools
- Demonstrated experience with Project Management principles and Agile Development principles to assist with the planning, development, testing, and execution of a project and project activities
- Demonstrated experience with the RMF Framework along with Agile principles to ensure the effective mitigation of risk while operating in a dynamic Agile environment
