Responsible for providing the long-range direction of an organization’s information technology and finance functions. Directs the strategic

design, acquisition, management, and implementation of an enterprise-wide technology infrastructure and financial applications. Directs the

activities necessary to keep the technology and finance areas running seamlessly, efficiently, and effectively while ensuring compliance with

established standards and policies. Demonstrates expertise in a variety of the field’s concepts, practices, and procedures. Relies on extensive

experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected. Has overall Responsibility for

the proper implementation, monitoring and maintenance of Information Systems and financial technology deployed at LGH and its

subsidiaries/entities, as well as affiliates to support clinical, financial, medical records, administrative, strategic and other needs, in all

operating environments; Plans, budgets, organizes and staffs all related activities


 Has overall responsibility for the proper implementation, monitoring and maintenance of Information systems and

telecommunications technology deployed at LGH and its subsidiaries/entities, as well as affiliates to support clinical, financial,

medical records, administrative, strategic and other needs, in all operating environments; plans, budgets, organizes, and staffs all

related activities.

 Oversee the delivery of support and operations for all applications and products for all Finance related areas including second level

support, Production deployments and application operational tasks.

 Lead and plan for new digital strategies using multiple technologies for internal and external customers.

 Collaborate with all departments using telehealth or other virtual technology to deliver health care services

 Supports systems and procedures for reporting of information resources and institutional data.

 Researches emerging IS technologies; recommends appropriate application of those technologies to support LGH’s goals.

 Develops an IT strategic plan that supports the vision and goals of LGH with the CIO.

 Perform evaluations of projected enhancements in hardware and software and proposes recommendations to the CIO

 Develops, prepares and recommends budget for purchasing, upgrading and maintaining the organization’s computer systems.

 Ensure the capacity of IT Service Teams are able to deliver agreed Service Level Targets in a cost effective and timely manner.

 Ensures that IS technology is compliant with federal, state, and local regulations and with accreditation requirement.

 Ensures that documentation of all IS and telecommunication technology is up to date, accessible and secured.

 Assists the CIO with contract review and negotiations.

 Manages professional staff of engineers, network / system administrators, analysts, operators, and others employed in the network,

operations, IS security, telecommunications, web development and finance areas.

 Budgets and manages the work of consultants engaged to work in the IS technical Teams.

 Develops time-lines and priorities of projects within the IS teams that are consistent with overall departmental and LGH time lines

and needs.

 Assures the performance, availability and reliability of LGH technology 24 hours a day, 7 days a week.

 Manages processes associated with the ordering of supplies, hardware, software and services, assuring that hardware and software

meet LGH standards.

 Promotes within the department an understanding of LGH goals and objectives and the department’s responsibilities connected with


 Ensures the understanding and compliance of all LGH staff for data integrity and integration.

 Define and oversee necessary information security and regulatory compliance including HIPAA

 Enforce and Track all Technology Operations Risk and mitigation plans

 Assures that the disaster recovery plan is in place and followed.

 Other duties defined by the CIO.

Performs Human Resource duties as related to the functions of a management position.

 Responsible for making decisions for non-exempt personnel and making recommendations for exempt personnel regarding

employment, performance rating, promotions, salary changes, transfers, and terminations.

 Performs timely probationary and annual merit evaluations.

 Provides direction and departmental goals.

 Provides assistance to employees as required by the LGH Code of Conduct.

 Assures proper orientation and training for new hire of sufficient depth and

Duration to prepare for efficient performance of job duties.

 Responsibilities to abide by and inform employees of changing LGH/Entity

 Reviews monthly incident, activity, and productivity reports for assigned areas monitors for emerging patterns.

 Participates in administrative, management staff, mandatory programs.

 Actively participates in hospital committees and projects.

 Responsible for the departmental policies and procedures governing assigned departments.

 Directs or promotes care activities in the accreditation and licensing processes

 Administered by Joint Commission and State Boards. Promotes professional standards of care for affiliated Boards.

 Responsible for overall Performance Improvement Plan for assigned Departments.

 Evaluates trends and implements change as necessary for positive outcome.

 Plans and markets service line related business in accordance with national and local trends.

 Establishes and maintains membership in applicable professional and / or technical organizations and health care associations and

community groups.

 Participates in seminars, conferences, workshops, and continuing education programs.


1. 12+ yrs. of experience in managing complex healthcare environments as it relates to installation/administration & support of

network, services, resources and systems.

2. BS Degree in related field is required

3. Masters of Business Administration or Technology Management emphasis is highly preferred.

4. Broad range of technical competencies, especially as they relate to IT systems, technology, and methodologies.

5. Strong facilitative skills.

6. Current knowledge of information systems, trends, and development in the information technology field, as well as infrastructure

and support needs for effective use of technology in healthcare and

7. Knowledge of Project Management Framework




 Work involves frequent walking, speaking, hearing, handling paperwork, bending, carrying, and lifting of 10 - 25 lbs.

 Work environment is indoors.

 Moderately stressful at times.
