This is a senior level buying position that requires an individual who is capable of working independently, self-manage, and mentor other procurement analysts with less experience. Due to the criticality of schedule on fleet support programs, this position is strictly tactical and sources a varying degree of commodities from simple to semi - complex. Buyer will be executing emergent material procurements in support of our numerous carrier & submarine fleet support programs.
Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

Bachelor's Degree and 6 years of experience. Master's Degree and 4 years of experience. 4 years of related exempt experience can be substituted for Bachelor's degree. 8 years of non-related exempt experience can be substituted for Bachelor's degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor's degree.
Candidate should have experience in issuing purchase orders and applying analytical skills to gather information, discern best value, develop procurement strategies, and systematically document all transactions leading to negotiation of a contract. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream.
Candidate should have experience in applying critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base. Position may support complex products and manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management.
This position has the authority to commit funds on behalf of the company and Navy customer and requires a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, as well as familiarity with SAP. Previous DoD Procurement Experience and technical background are a plus. Exposure and/or experience in other areas of the supply chain value stream are a plus
Candidates submitted must have the following experience:
o Microsoft Office Suite
o Knowledge of FAR/DFAR guidelines
o Knowledge of SAP
The primary work site location will be inside the yard
PPE will be required on the first day of assignment- hard hat, steel toes, safety glasses, and ear muffs.
