Program Support Specialist
Summary About the Position: This position is located in the U.S. Army Engineer School 1st Engineer Brigade, S-4, U.S. Fort Leonard Wood, MO. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood. Responsibilities Assist in the development of cost estimates and narrative justifications for Unfinanced Requirements (UFR) Maintain access to Procurement Integrated Enterprise Environment (PIEE) to execute COR duties (operational support to contracts). Serve as the brigade's Government Purchase Card (GPC) purchase request (PR) official to validate GPC requests. Aid in preparation of operating budgets, quarterly workload projections reports, analyzing and preparing recommendations. Provide technical and administrative support for procurement and administration of contractor services and acquisition management for the organization. Apply technical and procedural knowledge of budgetary and acquisition management regulations. Specialized Experience: One year of specialized experience which includes: monitoring and evaluating contracts of personnel labor and delivery orders; assisting in budget execution by compiling and coordinating requirements; and reviewing and advising managers on personnel policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Contracting/Procurement Financial Management Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
