As a Human Resources Specialist, you will support management in all aspects of Human Resources including, but not limited to managing interviews scheduled by the HR Center, assisting in enhancing applicant flow, administering the hiring/termination process, maintaining personnel records, ensuring background investigations are completed, requesting on-boarding packages, and requesting posting of openings. The Human Resources Specialist will ensure compliance with corporate policies and applicable federal, state and local laws.

Specific Duties and Essential Functions

  • Perform administrative duties (e.g., recruiting, applicant flow and hiring, unemployment and workers compensation reporting, benefits administration); handle multiple demands for commitment of time, energy, and resources
  • Manage scheduling interviews
  • Conduct interview with template questions
  • Order Phase 2 for accepted candidates
  • Order background check for all accepted candidates appropriate to the contract assigned
  • Schedule candidate for training
  • Order on-boarding package for candidates
  • Submit documentation for on-boarding package
  • Assist management in ensuring compliance with company policies and applicable federal, state and local laws
  • Communicate daily with field and corporate operations and Human Resources team members regarding placement needs and interview schedules
  • If applicant flow is not sufficient, communicate with HR Center about expanding advertisement visibility
  • Schedule additional interviews, if required
  • Initiate next-steps for processing applicants who have accepted job offers and ensure smooth hand-off to Verifications and On-boarding team members
  • Communicate with training manager to ensure training events are maximized
  • Build job descriptions based on needs from the operations management
  • Order background checks for candidates who accept provisional offers
  • Monitor staffing needs to proactively project current and job future openings

Education, Licenses and Certifications Required

  • Must possess a high school diploma or equivalent
  • Must possess one or more of the following:
    • Associate’s Degree in Human Resources, Public Relations, Business, or related degree combined with at least 1 year of Human Resources and/ or Recruiting experience
    • High School diploma or equivalent combined with at least 2 years of Human Resources and/or Recruiting experience

Type and Length of Specific Experience Required

  • Prior work experience conducting applicant sourcing, recruiting and interviewing job applicants in a fast-paced work environment
  • Work history must include:
    • Excellent organizational skills that include the ability to multi-task and prioritize work
    • Strong consultative, analytical and problem-solving skills
    • Ability to communicate effectively with leadership

  • Proficient computer skills including Microsoft Office
  • Effective oral and written communication skills
  • Active listening skills
  • Ability to assess and evaluate situations effectively
  • Ability to identify critical issues quickly and accurately

Other

  • Must be at least 18 years old or the minimum age required by the state, if higher
  • Must be a U.S. citizen or a foreign citizen authorized to legally work in the United States
  • Must be willing to relocate to Delaware within 3-6 months of hire
  • Must be willing to commute approximately 70 miles a day
  • Subject to a drug screen to the extent permitted by law
  • Must be able to provide, upon job offer, a DD214 discharge document with discharge status indicated, if prior military

Physical Requirements and Environment

Environment:         Office; minimal to no exposure to extreme temperatures is expected

Major Activity:        Working on PC while sitting, telephone use

Physical efforts to carry out job duties:      Limited, to include some standing, bending, limited stretching and reaching.
