Utility Management Solutions Manager

Quarterra Charlotte, NC Full-Time

Summary of Position:


Reporting to the Director of Utility Management Solutions, the Utility Management Solutions Manager will be responsible for Central and East Coast communities or Mountain and West Coast communities and assist with the other regions as necessary. The Manager will work with Development, Construction and Property Management to facilitate the implementation of systems to bill residents for their fair share of mastered metered utility costs and receipt of all community utility meter accounts. The Utility Management Solutions Manager will also be the primary support contact for the onsite Property Management teams for our utility billing and invoice processing program.


Principal Duties and Responsibilities:

  • Act as primary Property Management support contact for utility billing and invoice processing program.
  • Aid third party utility partners in procuring answers or items needed for the success of the utility program.
  • Manage the day-to-day operations of the utility billing and expense programs.
  • Oversee programs to engage on-site associates in understanding community utility consumption, detect abnormalities, drive better energy and water management. Develop continuing education and process documentation.
  • Manage the onboarding and implementation of new communities into resident billing and expense management platforms.
  • Send reminder emails to Property Management regarding various utility to-do items such as reviewing and responding to prebills, sending utility invoices to third party billing partner, providing third party billing partner with updates to models and MFTE homes.
  • Review community utility prebill reports to ensure all utilities are being billed correctly and address any anomalies with third party billing partner, Director, and/or Property Management.
  • Review monthly Submeter Diagnostic Reports and forward to Property Management teams providing summary and recommended action.
  • Work with Resident Utility Billing and Invoice Processing, conduct implementation data collection and setups with goal to maximize recovery in accordance with local and state regulatory statutes.
  • Run audits pertaining to utility processes and ensure complete, accurate and timely processing of resident utility billing.
  • Provide Director with reporting of utility expense, recovery, usage and community performance utilizing third party partner websites and tools available.
  • Aid in various utility management initiatives such as but not limited to energy audits, lighting and retrofits, benchmarking mandates and requirements.
  • Analyze community performance and identify recommendations in lease setup, meter installation, billing methodologies and best practices in accordance with compliance regulations.
  • Train teams on utility processes and systems.
  • Assist with customer service and support relating to utility inquiries.
  • Aid with acquisitions and dispositions community due diligence items related to utilities, including the gathering of requested data to and from owner and scheduling connection/disconnection of utilities with providers.
  • Use property management software (RealPage), and other computer applications and software to develop and deliver a comprehensive utility program.
  • Create project plans, track and monitor progress, meet production and delivery deadlines and oversee project implementation across multiple properties or geographic areas.

General Overview of Compensation & Benefits:

•      The median base compensation for this position is estimated to be $67,000.00 [annualized], subject to adjustment based on business-related factors including employee qualifications and operational considerations.

•     This position may be eligible for performance-based bonuses as determined in the Company’s sole discretion.

Education and Experience Requirements:

  • High school or equivalent required, Bachelor’s degree preferred.
  • 4+ years of relevant experience in utilities expense management; preferably in the multifamily real estate industry.
  • Knowledge and experience in apartment community operation sufficient to understand the processes, procedures, and daily workflow relevant to the use of computer applications and property management systems.
  • Expert analytical capabilities including expert-level Excel skills, accounting knowledge a plus.
  • Previous experience in resident utility billing methodologies, regulations and related billing best practices.
  • Ability to multi-task and prioritize to ensure timely completion of projects and tasks.
  • Candidates residing in the EST or CST time zones required.

Additional Requirements:

  • Periodic travel within and outside of assigned geographic area may be required to assist with community openings, business meetings, or other events and situations necessary for the accomplishment of some or all of the daily responsibilities of this position. (Current expectations of travel are <10% however this could change to align with business needs.)

Physical Requirements:


This is primarily a sedentary office position which requires the Utility Management Solutions Manager to have the ability to operate computer equipment for extended periods of time where visual strain may result, speak, hear, bend, stoop, reach, lift, and move and carry up to 25 lbs. Finger dexterity is necessary.
