ECS is seeking a Federal Acquisition Policy Specialist to work in our Arlington, VA office.
Please Note: This position is contingent upon contract award.
Position will support the Policy, Quality, and Training team of a DoD Contracting Office. Candidate must possess the ability to act as principal lead on analytical, consulting, or assessment processes in support of technical, business and administrative goals of a program. DoD experience a plus. Responsibilities will include reviewing terms and conditions of Department of Defense Research & Development (FAR Part 35) contracts and analyzing procurement policies and procedures. Position is full-time on-site at a Department of Defense research agency.
Min. years of specialized contracting experience = 6 years.
This individual must possess a bachelor's degree and six (6) years of business experience including advanced contract and technical knowledge, prior experience in developing and implementing policy for Research & Development (FAR Part 35) and services contracting, and experience with procurement contracts, grants, cooperative agreements, and Other Transactions. Must possess excellent research, policy interpretation, and writing skills. Must have extensive federal acquisition experience to include drafting, awarding, and modifying contracts, negotiation of contractual terms and conditions, and a working knowledge of applicable federal regulations and policies pertaining to procurement. Must also possess a minimum of a DoD Secret clearance at time of hire.
Candidates should have experience in government or commercial procurement (government preferred); writing and implementing acquisition policy, conducting training events to large audiences, contract administration and negotiation; cost and pricing analysis. R&D contracting experience a plus.
