MAJOR FUNCTION
The Community Liaison Officer provides support to the Airport's Police Department's response to non-criminal calls for service that involve the homeless and/or persons who are exhibiting unusual mental or emotional behavior that is not life-threatening
Seeks resources and works with available resources to address the nutritional, medical, emotional, and shelter needs of homeless persons
The Community Liaison Officer plans, coordinates, and implements community outreach programs and services from local, state, and federal resources and serves to enhance communication between public safety and the IAA community to include its tenants and the traveling public
This position may also involve crisis response in conjunction with officers
In partnership with IAA Human Resources, provides counseling and/or case management services to public safety personnel, including mental health and addictions related services and referrals
Provides training opportunities to IAA personnel on topics and available resources related to the aforementioned issues
Represents the department in a community relations capacity as it relates to programs and services within the community
Evaluate the effectiveness of public safety customer service-related functions performed within the public safety departments and assist with grant writing as related to department needs
ESSENTIAL FUNCTIONS
- Works with officers and social service agencies to coordinate solutions for individuals within the IAA community with mental health or substance abuse issues, trauma victims, and those experiencing homelessness
- Identifies trends in the problems individuals face that impact the IAA community and presents recommendations on how to solve related issues and/or alleviate the effect
- Documents and reports information using the department's CAD/RMS system.
- Maintains database to track the number of contacts, referrals, and intervention results
- The Community Service and Outreach Coordinator attends IAA organizational meetings and functions to provide information concerning Department operations and policies
- Gathers, researches and prepares materials for presentation; prepares and presents speeches on requested topics
Makes public presentations as requested or directed on topics of community interest and concern
- Maintains liaison with other IAA or airport tenant personnel
- Assist Officers with familiarization of police/community relations issues, problems, and concerns
- In partnership with Human Resources, schedules and coordinates community relations events and activities such as job fairs, community days, and other community events.
- Assists supervisor(s) in scheduling officers to staff community relations activities
- Assists in the implementation and coordination of social media activities of the Police Department as it relates to community outreach programs and public information campaigns; provides reciprocal communication between the Police Department and the community.
- In partnership with Human Resources, provides individual counseling, debriefing sessions, and/or other available resources to public safety personnel who are exposed to traumatic events or provides referral services for otherwise in need of services
- Maintains an awareness of local issues of community interest, concerns, and social media coverage; disseminates information to the Chief of Police, department staff employees, and others as needed.
- Develops and implements methods for communicating information to the public by way of webpage updates, emails, public presentations, or other appropriate medium.
- Prepares and disseminates departmental information flyers, bulletins and newsletters to the public, media, agencies, and organizations
- Provides public information about department operations, division responsibilities and other departmental functions
- Attends departmental and community meetings and may make presentations
- Conducts tours of the police department facilities and activities.
- Conducts research on assigned topics as directed by the Chief of Police
- Provides excellent customer service to employees, members of the public, the media, and other agencies and organizations
- Performs other duties as needed
EDUCATION, EXPERIENCE, AND SKILLS
- Bachelor's or master's degree in social work or related field preferred
Must meet eligibility requirements for state licensure (if required). - Indiana social work licensure (LSW) or (LCSW) required.
- Two or more (2+) years of previous employment experience as an LSW or LCSW, preferred.
- Previous experience working for or with a police department or public safety agency, preferred.
- Knowledge of community agencies and how to access the services that they provide.
- Excellent communications skills.
- Ability to work varying hours and to be on call.
- Ability to maintain confidentiality when necessary and appropriate.
- Ability to work in stressful or emotionally charged situations where individuals may be experiencing crisis or exhibiting erratic behavior
Experience in providing crisis intervention services is preferred. - Ability to perform program evaluation and grant writing.
- Knowledge of standard office procedures and ability to operate modern office equipment
- Proficiency in Microsoft Word and Excel
