The Position
The Operations and Maintenance Division is the public works arm of the Department of Land Use & Transportation. The maintenance group performs a variety of tasks and activities associated with the repair and upkeep of the county's road and bridge network.

The Road Maintenance Worker I (RMW I) is the entry-level position for the road crews performing a variety of manual labor tasks connected with the repair and maintenance of public works infrastructure. Examples of activities performed by the RMW I include, but are not limited to, digging ditches, installing culverts and pipes, raking asphalt, patching potholes, repairing and replacing bridge components, repairing concrete structures, trimming and cutting vegetation, and installing traffic control devices. Additionally, the RMW I sets up work zones and controls traffic as a certified flagger. The RMW I also operates assorted small motorized equipment and performs minor maintenance on the equipment such as changing mower blades, sharpening chain saws, and cleaning tools.

Crew members are front-line emergency responders during inclement weather events such as snow and ice storms, floods, wind storms, and earthquakes. Work can occur outside of regularly scheduled hours including nights, weekends, and holidays depending on the business needs of the community and organization. Additionally, overtime opportunities are available for qualified employees to participate in scheduled overtime duties and stand-by assignments for after-hour call-outs.

Ideal Candidate
The ideal candidate will be reliable, have a strong sense of time management, and enjoy the manual labor aspect of this position. They will be a team player who can also work independently when needed. They will be motivated and interested in public service in order to make Washington County a better community. They will communicate well with their colleagues, their supervisor, and members of the public being respectful and thoughtful on how they treat people. Additionally, the ideal candidate will be willing to learn and be prepared to work outdoors in all types of weather including hot, cold, and wet.

Education and Experience:
  • A high school diploma or GED.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • For the first 12 months of employment, must possess a driver's license valid in the State of Oregon, and have an acceptable driving record. AND
  • Within 12 months of hire, must obtain a Class A Commercial Driver's License (CDL) valid in the State of Oregon which includes a current DOT Medical Certificate, a tanker endorsement and no restrictions on air brake, manual transmission, and tractor trailer 5th wheel. AND
  • All external candidates will be required to pass a post-offer physical abilities assessment and drug screening prior to employment.

Preferred Qualification
  • Work Zone Traffic Controller certification (also referred to as Oregon Flagger Certification)
Class A Commercial Driver License (CDL) Requirement
Washington County will provide employees with external training to achieve their Commercial Driver's License (CDL). Employees who participate in the training program will be expected to remain employed by the County for four years following such training; if an employee leaves before then they will be required to repay the County 25% of the cost of the training program for each year they remain employed that is shorter than four years:
  • Leaving in the first year after earning CDL: 100% repayment
  • Leaving between years one and two: 75%
  • Leaving between years two and three: 50%
  • Leaving between years three and four: 25%
  • Leaving after four years: 0%
Department of Motor Vehicle Records (DMV) Requirement
Driving a motorized vehicle is an essential function of this position. Successful applicants must possess a valid driver's license and an acceptable driving record. Environmental Conditions
Work is frequently performed on irregular shifts and hours under extreme conditions including emergency situations, inclement weather, unstable ground, heavy traffic, high noise levels, dust, poor visibility, at extreme heights and in close proximity to heavy equipment.

Pre-Employment Physical Assessment/Drug Screening
Final candidates will be required to undergo a post-offer physical assessment exam, which includes a screening for illegal drug use

  1. MQ Review: HR will screen applications for minimum qualifications after the posting closes on 10/01/2023.
  2. Performance Exam/ Interviews: The top candidates who successfully pass the MQ Review will be invited to a performance examination. The performance examination will test the candidate's knowledge of tools and equipment, safe work practices, and include an interview. They will also be required to perform job-related tasks to test their endurance and ability to follow directions and use hand tools. The top candidates who successfully pass the application screening will be given the option to select either of the tentatively scheduled dates:

    • 10/19/2023
  3. Reference Checks: The hiring manager will conduct reference checks on the top selected candidates
  4. Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend a conditional offer of appointment.
  5. Post-Offer Checks: Human Resources will conduct required driving records, post-offer physical abilities assessment, and drug screening prior to employment.
  6. Start Date: A start date will be determined after all conditions of employment have been met.
