SPECIFIC JOB DESCRIPTION: The analyst will provide operational and analytic support to the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT)). OATSD(PCLT) is responsible for implementing the DoD FOIA, Regulatory, Privacy and Civil Liberties Programs by providing guidance to Component officials, reviewing publications and legislative activities, facilitating official reporting, and providing training on program administration. Successful candidates will have: * Experience working within the DoD or other Federal agency in support of regulatory, privacy, civil liberties, or FOIA program(s); * Expert ability to determine and scope required mitigation actions related to complex regulatory, privacy, civil liberties, and FOIA policy issues; * Experience assessing the applicability of DoD policy and assisting in the development of plans and recommendations for corrective actions * The ability to analyze and present complex information using concise and accurate oral communications and written presentations, briefings, issue papers, policy and memoranda * Demonstrated experience working on relevant complex projects involving multiple policy program analyses requiring the ability to multitask and appropriately prioritize projects. * Knowledge of DoDs regulatory, privacy, civil liberties, and FOIA policies, including: DoD Instruction (DoDI) 5400.11, DoD Privacy and Civil Liberties Programs; DoD 5400.11-R, Department of Defense Privacy Program; DoD Directive 5400.07, DoD Freedom of Information Act (FOIA) Program; DoD Manual5400.07, DoD Freedom of Information (FOIA) Program; DoDI 5400.15, Guidance on Obtaining Information on Financial Institutions; 32 CFR Part 275, Right to Financial Privacy Act; 32 CFR Part 286, DoD Freedom of Information Act (FOIA) Program, and 32 CFR Part 310, Protection of Privacy and Access to and Amendment of Privacy Act of1974. REQUIREMENTS : * Masters degree in a discipline relevant to the position plus at least 10 years of relevant professional experience. * At least two years experience working within the DoD or other Federal agency, or as contract support to such agency, Federal regulatory, privacy, civil liberties, or FOIA program(s) * Active SECRET clearance * Strong writing, editing, and coordination skills * Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, PowerPoint, and SharePoint. * Energetic and the capability to work in a fast-paced team environment, adapt to rapidly changing requirements, and multi-task capabilities. * Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
