The Program Manager implements, manages and controls all program directives. This position ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. The Program Manager is responsible for all related personnel and operates the program according to established policies / procedures and within stipulated budgetary confinements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as a focal point, and provides program management guidance and expert support. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the program requirements.
Possesses and exercises general knowledge of all technical and management areas. Acts as a technical advisor, and implements processes and procedures for effective program management.
Ensures program goals and objectives are set and that all related program responsibilities / projects are assigned, completed on-time and within budget. Monitors progress, and resolves any identified issues affecting successful project / program completion.
Possesses acquisition expertise and is familiar with different strategies to successfully implement IT capabilities.
Develops tools and processes to track program cost, schedule, risk and other performance indicators to include an integrated master schedule.
Participates in Program Management Reviews (PMRs) and ensures that all standards are adhered to in order to support stakeholder, staff and engineering meetings and other program meetings (as required).
Develops and maintains resource loaded integrated master schedules for all programs to aid in effective decision making.
Provides ongoing planning, tracking, reporting, communications, document support, information sharing, meeting support and cross-program coordination.
Identifies and recommends risk management strategies to handle cost, schedule and/or performance problems.
Performs program risk management analysis.
Tracks projects using software such as JIRA and MS Project.
Provides engineering assessments, analyses, reviews, evaluations and recommendations pertaining to risk management strategies and plans, which will be used to identify, analyze, mitigate, track and control risks throughout the life cycle.
Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations.
Ensures responsiveness, and negotiates submitted proposals with the Contracting Officer Representative (COR).
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree and a minimum of seven (7) years’ direct experience in program management, or equivalent combination of education / experience.
CERTIFICATES / LICENSES / REGISTRATION
Must have ability to obtain a Secret Clearance.
Project Management Professional (PMP) Certification (certification may be waived with an additional 3 years’ of experience)
SAFE Certification preferred

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
